The Highway Division Jamshoro invites sealed bids from qualified contractors, companies, and firms for the project listed below. All bidding will be carried out under the S.P.P. Rules 2010 (amended up to date) using the Standard Bidding Documents (SBDs).

Mandatory Eligibility Requirements

To be considered, bidders must provide the following:

  1. Valid PEC registration (relevant category & codes) valid up to June 2026 or later.

  2. Relevant experience in similar works during the last 5 years:

    • One project worth at least 80% of the estimated cost, or

    • Two projects worth 50% each.

  3. Bio-data of engineering & technical staff employed by the firm.

  4. Average annual financial turnover equal to the project cost over the last 5 years, supported by a fresh bank certificate (original).

  5. Annual audited reports for the last 5 years from an ICAP-registered audit firm.

  6. Bank statement for the last 5 years (from 1 July to 30 June each year).

  7. Proof of ownership or rental agreement for required machinery.

  8. Asphalt Plant ownership/rental proof with relevant machinery (Tandem, PTR, Paver Machine) — applicable for asphalt works.

  9. Active NTN registration with FBR.

  10. Last 5 years’ income tax returns.

  11. Active SRB registration certificate.

  12. Bid security (CDR only) from a scheduled bank of Pakistan.

  13. Evaluation is on a Pass/Fail basis:
    Any missing requirement = disqualification.


Method of Procurement

Single Stage – Two Envelope Procedure
Bidders must submit two separate sealed envelopes labeled:

  • Technical Proposal

  • Financial Proposal

Incomplete or improperly sealed bids will not be accepted.


Bidding Documents & Instructions

  1. Complete contract documents and terms & conditions can be viewed or downloaded from the SPPRA website.

  2. Tender fee of Rs. 5,000 and required bid security in the form of CDR must be attached with the Technical Proposal.

  3. Bids will be opened in the presence of the procurement committee and any interested bidders or their authorized representatives.

  4. Only technically qualified firms’ financial bids will be opened. Date and time will be communicated in writing.

  5. Financial bids of technically rejected firms will be returned unopened.

  6. If the procurement committee is unavailable due to a public holiday or official leave, submission/opening will shift to the next working day.

  7. Joint ventures are not allowed.

  8. A fresh affidavit confirming authenticity of all documents and machinery details is required.

  9. Representatives must carry authority on judicial stamp paper.

  10. Firms must provide:

    • Details of proprietors/directors

    • Power of attorney

    • Undertaking confirming no litigation history

    • Undertaking confirming the firm is not blacklisted

  11. Any missing documents at submission time will cause rejection. No documents will be accepted after the deadline.

  • Bid validity: 90 days.

  • The procuring agency reserves the right to reject any or all bids as per SPPRA Rules.
