The Special Security Unit (SSU) of Sindh Police invites sealed tenders from reputable and experienced contractors/companies for the works listed below. All bidding will be conducted in accordance with the SPPRA Rules 2010 (amended up to date).

1. Maintenance and Repair of Washrooms & Dhobi Ghaat Area – SSU Muhafiz Force Headquarters, Karachi

• Estimated Cost: Rs. 7.00 million (approx.)

• Earnest Money: 2.5% of the quoted bid amount

• Tender Fee: Rs. 5,000

• Completion Period: 30 days

2. Maintenance and Repair of 05 Bachelor Barracks – SSU Muhafiz Force Headquarters, Karachi

• Estimated Cost: Rs. 5.100 million (approx.)

• Earnest Money: 2.5% of the quoted bid amount

• Tender Fee: Rs. 5,000

• Completion Period: 45 days

3. Maintenance and Repair of Sports Complex – SSU Muhafiz Force Headquarters, Karachi

• Estimated Cost: Rs. 29.244 million (approx.)

• Earnest Money: 2.5% of the quoted bid amount

• Tender Fee: Rs. 5,000

• Completion Period: 60 days

Terms & Conditions

1. Tender forms can be downloaded from the EPADS official website once the notice has been published in print media and uploaded on the SPPRA website.

2. Submission Deadline:

   • Sealed tenders must be submitted along with a Pay Order of 2.5% of the total bid amount, in favor of AIGP/Security SSU, at the General Branch of SSU no later than 2:00 PM on 29-12-2025.

   • Tenders will be opened on the same day at 2:30 PM in the SSU Conference Room, in the presence of the Procurement Committee and participating bidders, through the EPADS system.

3. Tenders without the required Earnest Money, or with a short amount, or conditional bids will be rejected.

4. For online submission, bidders must attach the following documents with Schedule-B:

   • Valid PEC Certificate

   • NTN

   • SRB Certificate

   • CNIC of owner/authorized representative

   • Bank statements for the last 3 years

   • Work orders/experience related to maintenance and repair activities

5. Bidders must have:

   • Annual turnover equal to or greater than the estimated project cost within the past five years

   • Experience in similar works: at least one project worth 80% of the estimated cost OR two projects worth 50% each in the past five years

6. All bids must remain valid for 90 days. No additional premium will be paid to any bidder.

7. Bidders must show more than Rs. 30 million in annual work volume for the previous financial year. Preference will be given to contractors with prior SSU experience.

8. A 5.5% Performance Security must be submitted at the time of signing the contract. Without this, no work order will be issued.

9. If a successful bidder refuses to execute the contract, their bid security will be forfeited.

10. If the competent authority is unavailable on the opening date, or if a public holiday or unforeseen event occurs, tenders will be received and opened on the next working day at the same time and venue.

11. Bidders must submit an affidavit declaring:

    • They are not involved in litigation with any government agency

    • They have not abandoned any project

    • They have never been blacklisted

12. Any firm previously blacklisted but later removed from the blacklist must provide valid documentary proof of delisting to participate.

13. The Procuring Agency reserves the right to reject any or all bids according to SPPRA Rules 2010 (amended up to date).
