TENDER NOTICE

Lahore Development Authority (UD Wing) invites sealed tenders for the following works under the Single Stage – Two Envelope Procedure as per PPRA Rule 38(2)(a). Only those engineering firms and contractors registered on EPADS, holding a valid PEC licence in the required category, and having an active NTN and PNTN, are eligible to participate.

The procurement process will be carried out strictly in accordance with PPRA Rules 2014 (amended).

Terms & Conditions for Participation

1. Contractors must register their firm on the EPADS portal by providing the required information.

2. Once registered, firms may participate in all E-Tendering processes through EPADS.

3. Technical and Financial bidding documents will be available online immediately after this notice is uploaded.

4. • Technical Proposal: Must be prepared strictly in line with the technical evaluation criteria.

   • Financial Proposal: Rates and amounts must be quoted clearly in figures and words as per the BOQ.

   • Both proposals must be signed and uploaded as per tender instructions.

5. If the opening date falls on a public holiday, the tender will be opened on the next working day.

6. Only e-bids submitted via EPADS will be accepted. Tenders sent through post or telegraph will not be entertained.

7. E-bids (Technical & Financial) must be uploaded in PDF format, following Regulation 6(4) of PPRA Regulations 2024.

8. Only Technical Proposals will be opened initially. Financial Proposals of only technically qualified bidders will be opened later.

9. Bids must include 5% bid security of the estimated cost in the form of a Bank Guarantee from a scheduled bank in favor of the LDA.

   • The guarantee must remain valid for 30 days beyond the bid validity period.

10. All participating firms must submit their original bid security to the undersigned’s office before the submission deadline. Failure to do so will result in disqualification.

11. Any e-bid found corrupt, damaged, unreadable, or infected with a virus will be rejected under Regulation 8(4) of PPRA Regulations 2024.

12. Conditional bids will not be accepted.

13. All applicable taxes will be deducted as per government rules at the time of payment.

14. All PPRA Rules will be strictly followed.

15. Tender response time will be calculated from the date this notice is published on the PPRA website.
