Pakistan Airports Authority (PAA), a public sector organization responsible for the management, safety, and infrastructure of airports across Pakistan, invites e-bids from eligible firms and contractors. The procurement will follow the Single-Stage, Two-Envelope procedure in accordance with PPRA Rule 36(b).

Eligible bidders must:

• Be registered with the Pakistan Engineering Council (PEC) in Category C-6 or above

• Have the required specialization in ME-01

• Be listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue

The details of the project are given below:

Project Description

Improvement / Rehabilitation of HVAC Infrastructure at Jinnah International Airport, Karachi
(Scope: Upgrading the low-voltage power supply system for 4500 KW chillers installed at the Utility Building, JIAP)

• Bid Security / Earnest Money: Rs. 250,000/-

• Bid Submission Deadline: 5th December 2025, 1100 hours

• Bid Opening: 5th December 2025, 1130 hours

• Opening Venue: EPADS & Office of Sr. Joint Director (HVAC), Room No. 3076, JIAP, Karachi

Submission Requirements

1. Electronic Submission:
   Bidding documents can be downloaded, and bids must be submitted electronically through the EPADS e-procurement system before the submission deadline. All instructions in the bidding documents and PPRA regulations must be followed.

2. Physical Submission:
   In addition to online submission, bidders must also submit hard copies of their bids along with the original bid security/earnest money to the office of the Sr. Joint Director (HVAC), JIAP, on or before the deadline.

3. All tender proceedings will be conducted through EPADS in accordance with its rules.

Important Notes

• Bids submitted without a valid bid security/earnest money will be rejected immediately.

• PAA reserves the right to accept or reject any or all bids, based on valid reasons, which can be shared with bidders upon request.

• Submission of counterfeit or dishonored pay orders, bank drafts, bid securities, or bank guarantees at any stage of the procurement process will result in blacklisting and legal action as per applicable laws.
