The Pakistan Airports Authority (PAA) invites proposals from qualified consultancy firms for the following services, in accordance with the Single-Stage, Two-Envelope bidding procedure through the PPRA e-Procurement (EPADS) portal.

Instructions for Bidders:

1. Submission Method:
   Proposals must be submitted electronically through the PPRA EPADS system using the “Uploading (Files)” submission type.

2. Tender Documents:
   The Request for Proposal (RFP) documents can be downloaded free of cost from the official PPRA website. Please note that conditional proposals will not be accepted.

3. Proposal Security:
   Each proposal must include a bank draft or pay order of PKR 700,000/-, made payable to “Pakistan Airports Authority”, as Proposal Security/Earnest Money.

   • Firms that fail to submit the original Proposal Security before the bid closing time will be declared non-responsive.

   • Proposals without Proposal Security will not be considered.

4. Important Warning:
   Any fake or dishonoured financial instruments (such as pay orders, drafts, or guarantees) will lead to legal action and the blacklisting of the bidder under applicable laws.

5. Submission of Hard Copies (Optional but Encouraged):
   Bidders are also encouraged to submit one sealed hard copy each of their technical and financial proposals, matching the files uploaded on EPADS, at the address given below, before the closing date and time.

6. Assistance for EPADS:
   For registration, training, or technical support with the EPADS system, please contact PPRA at 051-111-137-237.

7. Authority’s Rights:
   The Pakistan Airports Authority reserves the right to accept or reject any or all proposals for valid reasons. Reasons for rejection will be communicated to any firm upon request.
