Project Management Unit (PMU), Punjab Water & Sanitation Authority (P-WASA), hereinafter referred to as the Client, invites encrypted electronic bids (e-bids) from eligible and experienced contractors/firms through the e-Pak Acquisition and Disposal System (e-PADS).

The procurement is for the project titled:

Punjab Development Program – Improvement of Sewerage and Storm Water Drainage System in Sialkot City, District Sialkot (Zone-2), Package-I (Sewer Lines)

Eligibility Criteria

Bidders must:

• Be registered on e-PADS

• Hold a valid PEC license in Category C-B & above with relevant codes CE-09, CE-10, and ME-06

• Be registered with FBR and PRA and possess valid NTN and PNTN

• Submit bids strictly through e-PADS by uploading PDF files only

Bid Security

Each bid must be accompanied by a bid security equal to 2% of the estimated cost, amounting to Rs. 76,939,342/-, in the form of CDR, Bank Guarantee, or Pay Order in favor of Deputy Project Director (PMU), P-WASA.

• A soft copy of the bid security must be uploaded on e-PADS along with the e-bid

• The original hard copy must be submitted to the office of the Deputy Project Director (PMU), P-WASA before the bid submission deadline

• Failure to submit the original bid security in time will result in rejection of the bid

• E-Bids Submission Date & Time: 29th December, 2025 at 12:00 PM

• E-Bids Opening Date & Time: 29th December, 2025 at 12:30 PM

Technical bids will be opened electronically on e-PADS on the same day at the specified time in the presence of bidders or their authorized representatives who may wish to attend.

Important Instructions

• Only e-bids submitted through e-PADS shall be considered; submission of hard copies of bids is not permitted

• Bids found corrupt, unreadable, or containing viruses shall be rejected

• Only technically responsive bidders will be invited for opening of financial bids; financial bids of non-responsive bidders shall remain unopened on e-PADS

• Bids must be submitted in accordance with Punjab Procurement Rules, 2014 and Punjab Procurement Regulations, 2024

• E-bids must be uploaded as PDF files in line with applicable procurement regulations

• Conditional tenders shall not be accepted

• Tendered rates must be quoted item-wise, in figures and words, against each item of the DNIT/BOQ

• Percentage-based bids on total estimated cost shall not be accepted

• Bids submitted by post, courier, or telegraph shall not be entertained

The estimated cost of the project is Rs. 3,846.97 Million, and all bids shall remain valid for 120 days.

PMU, P-WASA reserves the right to accept or reject any or all bids at any stage prior to acceptance, in accordance with Rule 35 of Punjab Procurement Rules, 2014. Response time shall be calculated from the date of publication of this notice on the PPRA website.
