Notice of Tender

The Chief Military Engineer Services (Navy) – COMCOAST, based at PNS Karsaz, Karachi, invites applications for the pre-qualification of contractors/firms for upcoming construction works. Interested and eligible firms are requested to submit their applications by 22nd December 2025 at 1500 hours.

Tenders for the following works/supplies will be issued only to pre-qualified firms, and completed tenders must be submitted by 29th December 2025 at 1130 hours. Tenders will be opened on the same day at 1200 hours.

Eligibility Criteria

1. Approved Contractors:
   Only firms/contractors listed on the approved List ‘D’ of MES contractors or other government departments with relevant experience may apply. Applicants must provide a valid Pakistan Engineering Council (PEC) registration certificate and a bank statement.

2. Contractors Not on MES List:
   Contractors not on the MES approved list must provide:

   • Proof of registration with the relevant department.

   • Financial standing, supported by a bank certificate.

   • Details of staff, tools, and equipment.

   • List of previous projects executed in the last two years, along with current work in progress.
     All documents must be certified by a Class-I Gazetted Officer.

3. Earnest Money:
   Contractors not on the MES approved list, or those suspended due to non-deposit of enhanced standing security, must submit earnest money equal to 2% of the estimated cost in the form of FDR or Deposit at Call, pledged in the name of CMES (Navy) COMCOAST. This amount is refundable if the contractor is not pre-qualified or fails to secure the contract.

4. Mandatory Information:
   Applications must include a detailed proforma showing:

   • Work executed in the last two years.

   • Agency/department under which work was executed (e.g., MES, PWD, PR, CDA).

   • Contract amount, time allowed, date of completion.

   • Percentage of ongoing work.

   • Performance report certified by Divisional Engineer / XEN.

5. Rejection of Applications:
   The CMES (Navy) COMCOAST reserves the right to reject any or all bids at any stage prior to acceptance. Upon request, the agency may communicate the reason(s) for rejection, but is not required to justify them. Incomplete applications or those missing any required data will not be considered.
