TENDER NOTICE

The Tourism Development Corporation Punjab (PMU–TDCP) invites sealed bids from reputable and experienced firms for the following development work:

Establishment of Paragliding Club at Chevra Hill Top, Kotli Sattain, District Murree (Package-I)
Scope of Work Includes:

• Construction of 10 Glamping Pods (Dome Style) with MS framework, wooden and reflective glass cladding

• Construction of A-Frame Style Restaurant

• Construction of 2 Tree Houses

• Construction of Paragliding Store

• Installation of 3 Sculptures (Stone/Wood/Fiber Glass)

• Development of 2 Bonfire Sitting Areas

• Installation of Non-Mechanical Kids Rides

• Supply & installation of 10 Wooden Gazebos with benches

• Development of 5 Selfie Points

• Construction of 2 Public Toilet Blocks

• Construction of Monitoring, Electrical, Guard, Reception & Kitchen Facilities

Estimated Cost: PKR 206 million
Bid Security: PKR 4.12 million (2% of estimated cost)
Completion Time: 12 months
Eligible PEC Category: C-4 and above, with relevant PEC codes

Terms & Conditions

1. Eligibility & Registration
   PMU–TDCP invites bids from firms registered on e-PADS, having a valid PEC License, active NTN, and registered with PRA. Only firms with the required PEC category and codes may apply.

2. E-Procurement Process
   Procurement will be conducted exclusively through e-PADS in accordance with PPRA Regulations-2024. All bidding documents, requirements, and instructions are available to registered bidders on the e-PADS portal.

3. Bidding Procedure
   A Single-Stage, Single-Envelope procedure will be followed. Bids must be submitted through e-PADS on or before 16-12-2025 by 03:00 PM.
   Bids will be opened the same day at 03:30 PM on the e-PADS system.
   Manual or postal submissions will not be accepted.

4. Bid Security Requirement
   A bid security of PKR 4.12 million in the form of a CDR/Unconditional Bank Guarantee in favor of “Tourism Development Corporation Punjab (TDCP)” must be:

   • Uploaded on e-PADS (soft copy), and

   • Submitted as an original hard copy in the office of the Project Director before the e-bid submission deadline.
     Failure to submit the original bid security on time will result in rejection of the bid.

5. Mandatory Pre-Bid Meeting
   A pre-bid meeting will be held on 04 December 2025 at 12:00 PM at the PMU-TDCP Conference Room, 68-Trade Center Block, M.A. Johar Town, Lahore.

6. Required Documents
   All participating bidders must upload:

   • Firm registration certificate

   • CNIC copy

   • Valid PEC License (Relevant Codes)

   • Active NTN & PRA registration

   • Proof of at least two public-sector projects completed in the last five years

   • Evidence of annual construction turnover equal to or greater than the estimated cost

   • Completion certificates

   Bids missing any mandatory documents will be declared non-responsive.

7. Taxes & Compliance
   All applicable government taxes shall be deducted at the time of payment as per rules.
   All PPRA Rules 2014 (amended) will apply strictly.

8. Corrupt or Damaged Files
   Any e-bid found unreadable, corrupt, or containing a virus will be rejected under Regulation-8(4) of PPRA Regulations-2024.

9. Submission Requirements
   Bidders must upload their complete, signed, and stamped bids in PDF format as required under Regulation-6(4) of PPRA Regulations-2024.

10. Tender Documents Availability
    Bidders may download bidding documents free of cost from the official TDCP platforms or obtain a soft copy from the TDCP Head Office.
    Firms downloading documents must notify PMU–TDCP in writing; otherwise, they may miss important updates or clarifications.

11. Right to Reject Bids
    TDCP reserves the right to reject any or all bids at any time before acceptance under PPRA Rule-35.

12. Further Information
    Interested firms may visit the PMU-TDCP office during working hours (Monday to Friday) to seek clarifications or inspect the tender documents.
