REQUEST FOR EXPRESSION OF INTEREST (EOI)

(Hiring of Audit Firm)

The Energy Infrastructure Development & Management Company (EIDMC), a newly established public sector organization responsible for executing and managing sustainable energy infrastructure projects across Pakistan, invites Expressions of Interest (EOIs) from reputable Chartered Accountancy Firms licensed to practice in Pakistan.

Eligibility Requirements

Interested firms must meet the following criteria:

• Registered with Income Tax and Sales Tax authorities.

• Listed in Category “A” of the State Bank of Pakistan’s panel of auditors.

• Hold a satisfactory Quality Control Rating from the Institute of Chartered Accountants of Pakistan (ICAP).

The selection process will be carried out using the Quality and Cost Based Selection (QCBS) method, in accordance with the Procurement of Consultancy Services Regulations, 2010 and Public Procurement Rules, 2004 under the Single Stage – Two Envelope Procedure (Rule 36(b)).

EOI Document

The EOI package, including Instructions to Auditors and Terms of Reference, is available free of cost on the Power Division website and on the E-PADS portal.

Submission of EOIs

• Firms must submit their EOIs electronically through E-PADS.

• Deadline: 11:00 AM, 16 December 2025

• The EOIs will be opened electronically at 11:30 AM on the same day at the EIDMC Committee Room, Office Suite No. 103, 1st Floor, Evacuee Trust Complex, Islamabad.

Important:

• EOIs submitted after the deadline will not be accepted.

• Hard-copy submissions will be rejected.

Rights of EIDMC

EIDMC reserves the right to accept or reject any or all proposals at any stage, as allowed under PPRA Rule 33(1).

Additional Information

A notification regarding the Grievance Redressal Committee (GRC), formed under PPRA Rule 48, is available on the procuring agency’s website and on E-PADS.

In case of technical issues while using E-PADS, bidders may contact the PPRA MIS Directorate in Islamabad.
