NOTICE INVITING E-BIDDING THROUGH EPADS

The Office of the Assistant Director (Senior), Local Government & Rural Development Department, District Kurram, invites sealed electronic bids on the basis of Single Stage, Single Envelope procedure through the EPADS system from government-registered contractors.

Eligible contractors must be registered with the Pakistan Engineering Council (PEC) and enlisted with the C&W Department under the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa for the current financial year.

Terms and Conditions

1. Bidding Documents:
   Bidding documents and tender forms can be downloaded from the official EPADS website (portalkp.eprocure.gov.pk) after publication of this Notice Inviting Tender (NIT). The tender form must be neatly filled, scanned, and uploaded while submitting bids online through EPADS.

2. Submission of Originals:
   The original tender form, bid security, and detailed rate analysis (if applicable) must be delivered through courier to the Office of the Assistant Director LG&RDD, Headquarters District Kurram, before the bid closing time.

3. Corrections and Consistency:
   Any cutting, overwriting, or manipulation in the tender form will not be accepted. Any mismatch between uploaded and hard copies will lead to disqualification, and the bidder will be declared non-responsive.

4. Rate Quotation:
   Bidders may quote rates as a percentage above, below, or at par with the Engineer’s Estimate.

5. Clarifications:
   The last date for seeking clarification online is 29-11-2025 up to 5:00 PM.

6. Bid Security:
   Bid security shall be in the form of a Call Deposit in favor of the Assistant Director LG&RDD, H/Q District Kurram.

7. PEC Codes:
   Contractors must hold relevant PEC codes for solarization works as per specifications.

Bid Security Conditions

• Bids up to 10% below the Engineer’s Estimate require 2% bid security only.

• Bids more than 10% but up to 20% below require an additional 8% security of the Engineer’s Estimated Cost.

  • Failure to provide additional security will render the bid non-responsive, and the 2% security will be forfeited.

• Bids more than 20% below must include detailed rate analysis and additional security equal to the difference between the bid and Engineer’s Estimate.

  • If these are missing or unjustified, the bid will be rejected, and all securities forfeited.

The Procuring Entity may offer the contract to the next lowest bidder after proper evaluation or re-advertise the tender if necessary.

Other Conditions

• The call deposit (bid security) must be issued after publication of this NIT and before bid closing time.

• Work orders will be issued subject to availability of funds.

• The completion time will be as stated in the work order.

• Bidders or their representatives may attend the opening of electronic bids.

• In case of a tie, the decision will be made by draw/toss, which shall be final.

• Contractors must possess the relevant PEC registration codes for the listed works.

• Submission of false, incomplete, or inaccurate information or failure to provide bid security will lead to disqualification and may result in blacklisting under KPPRA Act Section 29 and Rules 43–44.

• Bids will remain valid for 120 days from the date of closing.

• All bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Khyber Pakhtunkhwa Finance Act, 2013 and hold active tax status.

• PEC and KPRA registrations must be valid for the current financial year.

• Any changes to terms and conditions will be made in accordance with the KPPRA Act and Rules.

• If the situation in District Kurram becomes unstable, bids may be accepted at the Tehsil Lower Kurram Office, but the tender opening will be conducted at Headquarters Office.
