The Executive Engineer, C&W Highway Division Dir Lower, invites proposals from qualified Engineering Consulting Firms for providing Consultancy Services for the following project to be executed under the Provincial ADP (Non-ADP Scheme):

Instructions to Bidders

1. Request for Proposals (RFPs) are invited from approved and short-listed consultants registered with Pakistan Engineering Council (P.E.C.) and the C&W Department (Road Sector).

2. All proposals must be prepared in accordance with the Standard Bidding Documents and submitted electronically via EPADS (eprocure.gov.pk). Additionally, a hard copy of the proposal must be submitted manually to the office of the undersigned.

3. Selection of the consulting firm will be carried out under the Quality and Cost-Based Selection (QCBS) method, following the procedure and evaluation criteria described in the bidding documents.

4. All bidders must be registered with both the Federal Board of Revenue (FBR) and the Khyber Pakhtunkhwa Revenue Authority (KPRA).

5. Bids will be opened electronically on the same day, 03-12-2025 at 03:00 PM, in the presence of bidders or their authorized representatives who wish to attend.

6. All required documents must be scanned and uploaded along with the electronic submission on EPADS.

7. A pre-bid meeting will be held on 24-11-2025 at 11:00 AM at the office of the undersigned.

8. RFP documents / Terms of Reference (TORs) are available on EPADS and at the office of the undersigned. These may be obtained on any working day during office hours, at least one day before the submission deadline, upon payment of a non-refundable fee of Rs. 5,000/-.
