REQUEST FOR EXPRESSION OF INTEREST (EOI)
Hiring of Headhunting Firms
EOI No.: EIDMC/PROC/EOI/25-26/02

The Energy Infrastructure Development & Management Company (EIDMC), a newly established public sector organization responsible for managing and delivering sustainable energy infrastructure projects across Pakistan, invites Expressions of Interest (EOIs) from reputable Headhunting Firms for the provision of executive search and recruitment services.

EIDMC is currently engaged in strengthening and modernizing the national power network through innovative solutions, timely project execution, and efficient management practices. To support these efforts, the Company seeks experienced recruitment partners registered with the Income and Sales Tax Departments.

Selection Method

The selection process will follow the Quality and Cost Based Selection (QCBS) method in accordance with the Procurement of Consultancy Services Regulations, 2010 and the Public Procurement Rules, 2004, using the Single Stage – Two Envelope Procedure under Rule 36(b).

EOI Documents

The EOI package—including Instructions to Firms and Terms of Reference—is available free of cost on the official platforms of the Power Division and E-PADS.

Submission of EOIs

• Firms must submit their EOIs electronically through E-PADS.

• Deadline: 11:00 AM on 17 December 2025

• Opening: EOIs will be opened electronically at 11:30 AM the same day at the EIDMC Committee Room, Office Suite #103, 1st Floor, Evacuee Trust Complex, Islamabad.

Please note:

• EOIs submitted after the deadline will not be accepted.

• Hard-copy submissions will not be entertained.

Rights of the Procuring Agency

EIDMC reserves the right to accept or reject any or all proposals at any stage, as permitted under PPRA Rule 33(1).

Additional Information

• A notification regarding the Grievance Redressal Committee (GRC), formed under PPRA Rule 48, is available on the Power Division website and E-PADS.

• This advertisement also appears on the PPRA and Power Division websites.

Important Notice

1. This EOI request does not constitute a solicitation or an offer. Submission does not guarantee shortlisting.

2. Only those firms meeting all mandatory requirements and achieving the minimum qualifying score, as stated in the EOI document, will move to the Request for Proposal (RFP) stage.

3. Firms providing false or misleading information will be disqualified.

4. The entire process will be governed by the Public Procurement Rules, 2004 and the Procurement of Consultancy Services Regulations.
