TENDER NOTICE

Pakistan Airports Authority (PAA) invites sealed bids from eligible firms and contractors registered with the Pakistan Engineering Council (PEC) in at least Category C-5 and listed as Active Taxpayers with the Federal Board of Revenue (FBR).

Name of Work

Providing and Installation of New LED Lights for the New Car Parking Complex at Allama Iqbal International Airport (AIIAP), Lahore

• Bidding Procedure: Single Stage – Two Envelope (PPRA Rule 36(b))

• Bid Security: PKR 1,000,000

• Tender Opening Date: 17 December 2025

Availability of Documents

Complete bidding documents, including specifications, terms and conditions, and submission guidelines, are available to registered contractors through the E-Pak Acquisition and Disposal System (EPADS).

Submission of Bids

Bidders must submit their proposals both electronically via EPADS and physically in sealed envelopes.

• Electronic Submission: Must be uploaded through EPADS before the deadline.

• Physical Submission: Sealed hard copies must be delivered to the office of the Divisional Engineer E&M, PAA, AIIAP Lahore (Room 4122, 4th Level, Office Block).

Deadline:

• Sealed bids will be received up to 1100 hours on 17 December 2025

• Bids will be opened the same day at 1130 hours, in the presence of bidders or their authorized representatives.

Bid Security Requirements

• The original bid security must be enclosed with the hard copy in a sealed envelope.

• A scanned copy (pay order or bank guarantee) must also be uploaded through EPADS before the submission deadline.

Opening of Bids

All bids will be opened simultaneously — both electronically (via EPADS) and physically — by the Procurement Committee in the presence of bidders who choose to attend.

Rights of the Procuring Agency

PAA reserves the right to accept or reject any or all bids based on valid and sufficient reasons. These reasons will be communicated to bidders upon request. All decisions made by PAA will be final and cannot be challenged.

Important Notice

Submission of fake, forged, or dishonored bid security instruments (pay orders or bank drafts), whether detected before or after the award of the contract, will result in blacklisting of the bidder and may lead to legal action as per applicable laws.
