1. Background

The Government of Pakistan has received financing from the World Bank to support the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP). A portion of this funding will be utilized for the Procurement of Family Planning Commodities under the Health Component of the project in selected districts of Khyber Pakhtunkhwa.

2. Invitation for Bids

The Project Management Unit (PMU), KP-HCIP, Health Department, Government of Khyber Pakhtunkhwa, invites sealed bids from eligible and qualified bidders who meet the requirements outlined in the bidding documents.

The procurement will be carried out in accordance with the World Bank Procurement Regulations for IPF Borrowers, following the Open National Competitive Bidding procedure under the Request for Bids (Single-Stage, Two-Envelope) method.

3. Availability of Bidding Documents

The bidding documents can be obtained from the Office of the Project Director, KP-HCIP (Health) during working hours (Monday to Friday, 9:00 AM to 5:00 PM).
Documents may also be requested by courier upon payment of the prescribed fee. The Employer will not be responsible for late delivery or any missing documents.

4. Pre-Bid Conference

A Pre-Bid Conference will be held on 24th November 2025 at 2:30 PM in the Conference Room of the KP-HCIP Office, House No. 240, Defense Colony, Shami Road, Peshawar.
All interested bidders are encouraged to attend this meeting to seek clarifications before submitting their bids.

5. Submission of Bids

• Bids must be delivered to the KP-HCIP (Health) Office, House No. 240, Defense Colony, Shami Road, Peshawar, on or before 1st December 2025 at 11:00 AM.

• Electronic submission of bids is not allowed.

• Late bids will not be accepted.

• Bids will be opened publicly at 11:30 AM on the same day in the presence of bidders’ representatives who wish to attend.

6. Bid Security

Each bid must be accompanied by a Bid Security of PKR 5,000,000 (Five Million Rupees) in the form of a Bank Guarantee, CDR, SDR, Demand Draft, or Pay Order in favor of the Project Director, as per World Bank Procurement Regulations.

7. Compliance and Transparency

Bidders’ attention is drawn to the World Bank’s requirement regarding disclosure of beneficial ownership information. The successful bidder will be required to submit this information through the Beneficial Ownership Disclosure Form, included in the bidding documents.

8. Anti-Corruption Commitment

KP-HCIP maintains a zero-tolerance policy toward corruption, fraud, and unethical practices in any form. All bidders are expected to adhere strictly to the ethical standards set forth in the World Bank Procurement Regulations.
