NOTICE INVITING TENDERS
(Single Stage – One Envelope Procedure through EPADS)

The Office of the Superintendent of Police, Court Police, Karachi, invites bids from eligible firms and interested parties for the work mentioned below. Bidding will be carried out through the Single Stage – One Envelope Method in accordance with SPPRA Rules 2010 (as amended).

Terms & Conditions

1. Tender Schedule

   • Issuance of Tender Documents: From the date of publication until 18-12-2025 at 12:00 PM
     (Office: Court Police, Hassan Square, near Expo Center, Karachi)

   • Deadline for Submission of Bids: 18-12-2025 at 1:30 PM through EPADS only

   • Opening of Bids: 18-12-2025 at 2:00 PM through EPADS in the presence of the Procurement Committee and interested bidders.

2. Bidding Documents
   Bidders may download the bidding documents directly from the EPADS platform.

3. Bid Security Requirement
   A Bid Security of 5% of the quoted bid amount must be submitted in the form of a Pay Order issued by any scheduled bank, on the firm’s/company’s account, in favor of the Superintendent of Police, Court Police, Karachi.

   • Failure to include bid security will result in immediate rejection of the bid.

4. Submission of Hard Copies
   A complete set of documents along with the original bid security (Pay Order/Bank Draft/CDR) must be submitted at the Office of the SP, Court Police, Hassan Square, before the bid submission deadline.

5. Tender Fee & Bid Security (Original Instruments)
   The original non-refundable tender fee and the original bid security instrument must reach the procuring agency before the deadline for e-bid submission. Bids will be opened on the same day at 2:00 PM at the Office of the SP/Court Police, Hassan Square.

6. Electronic Submissions Only
   Bidders are required to register and submit their bids electronically through EPADS only. Manual or physical submissions will not be accepted.

7. Validity of Documents
   Any bidder found submitting fake or forged documents will face cancellation of the tender and penalties as per rules.

8. Right to Reject Bids
   The Procuring Agency may reject any or all bids at any time prior to award, in accordance with Rule-25 of the SPPRA Rules 2010 (as amended).

9. Bid Validity Period
   Bids must remain valid for 90 days from the date of opening.

10. Grounds for Rejection of Bids

• Conditional or telegraphic bids

• Bids without the required bid security

• Late submissions

• Bids from blacklisted firms

• Handwritten bids or bids containing overwriting

• Conditional offers inconsistent with government rules or policies
