The District Council Jhelum invites sealed bids from eligible and qualified contractors for the construction of streets and link roads in various villages and Union Councils of Jhelum District. The bidding will be conducted through E-PADS in accordance with the Single Stage, One Envelope procedure of the Punjab Procurement Rules 2014.

Key Information:

1. Bid Submission:

   • Bids must be submitted online via E-PADS by 29th November 2025 at 09:30 A.M. PST.

   • Bids will be opened on the same day at 12:30 P.M. PST at the office of District Council Jhelum, in the presence of bidders’ representatives who choose to attend.

2. Bid Security:

   • All bids must be accompanied by a bid security in the form of CDR/Pay Order from a scheduled bank in Punjab, in favor of District Council Jhelum.

3. Eligibility Requirements:

   • Bidders must submit a complete bidding document and quote rates against each item in the DNIT/BOQs.

   • Incomplete bids, missing pages, blank entries, or unfilled rate analyses will be considered Non-Responsive and will not be evaluated.

4. Lowest Bidder Condition:

   • If the lowest bid is more than 5% below the estimated cost, the bidder must deposit the difference as quality assurance security via Call Deposit or Bank Guarantee within 15 days of bid opening.

   • Scanned copies of bid security must be uploaded on E-PADS, and the original CDR must be submitted to the office before the closing date. Failure to do so will result in the bid being considered Non-Responsive.

5. Contract Award:

   • The Competent Authority reserves the right to reject all bids prior to approval or acceptance.

   • Upon issuance of the acceptance letter, the successful contractor must sign the agreement on stamp paper of the value specified by the Government within seven days, following which the work order will be issued.

6. Bidding Documents:
