TENDER NOTICE – REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
Hiring of Resettlement Specialist
Government of Pakistan – National Highway Authority (NHA)
Khyber Pass Economic Corridor (KPEC) Project

The Government of Pakistan, through financing from the World Bank, is moving forward with the Khyber Pass Economic Corridor (KPEC) Project. As part of this initiative, the National Highway Authority (NHA) is seeking to hire a qualified Resettlement Specialist for work related to the Southern Link Road (SLR) and the Peshawar–Torkham Expressway (PTEX).

About the Assignment

The selected consultant will support NHA’s Project Implementation Unit (PIU) and the Environmental, Afforestation, Land and Social (EALS) Unit to ensure that all land acquisition and resettlement activities comply with Government of Pakistan laws as well as the World Bank’s operational policies on involuntary resettlement.

• Contract Duration: Two years, with the possibility of extension based on performance and project needs.

• Role: Carry out all tasks outlined in the Terms of Reference (TORs) and work closely with NHA teams throughout the project.

Who Can Apply

NHA invites eligible individual consultants to express their interest in this assignment. Applicants should clearly demonstrate their qualifications and relevant experience in resettlement planning, implementation, and compliance. The shortlisting criteria are provided in the official Expression of Interest (EOI) template.

Important Guidelines

Applicants should note the World Bank’s policies on conflict of interest as specified in the Procurement Regulations for IPF Borrowers (July 2016, revised November 2017), particularly paragraphs 3.14, 3.16, and 3.17.

The selection will follow the Open Competitive Selection of Individual Consultants method outlined in the World Bank’s procurement regulations.

Expressions of Interest (EOIs) must be submitted in written form to the address below:

• Deadline: December 16, 2025 at 11:30 AM (PST)

• Opening of EOIs: Same day at 12:00 PM (PST)
