Tender Notice
Sealed tenders are invited from well-reputed, government-registered contractors, firms, or companies having sufficient experience in printing and publication as well as in the supply of stationery to educational institutions. This procurement is being made for the Financial Year 2025–2026 under the Technical Supplementary Grant for schools from infant to grade eight in District Ghanche.
The tender includes the printing of question papers, answer scripts, envelopes, and other examination materials, along with the supply of stationery items as specified in the bidding documents.

Scope of Work:
-
Printing of question papers and answer scripts for upcoming examinations, including all related printing, packing, and delivery costs.

Supply of high-quality envelopes of various sizes, suitable for secure packing and sealing of examination papers and answer sheets.
Terms and Conditions

The tender rates shall be valid only for the procurement of items listed in the tender form.

Only registered firms/dealers/suppliers/contractors holding a valid Form-C or SECP registration and registered for Income Tax and GST will be considered.

The contractor or supplier must be a sole proprietor or have their own complete operational setup (printing press, shop, store, or warehouse) located in Ghanche or Gilgit-Baltistan. Sub-contracting is not allowed.

Partial or conditional bids will not be accepted.

Prices must be quoted separately for each item, but evaluation and award will be made on a LOT basis.

Samples of paper and envelopes must be submitted along with the bid. Rates must be inclusive of all applicable taxes and delivery charges.

The Evaluation Committee will physically inspect the bidder’s printing press or store to verify its existence, capacity, and technical staff.

Bid prices must be realistic and in line with prevailing market rates. Unrealistically high or low bids will be rejected.

Incomplete bids or those lacking specifications, details, or manufacturer information will be rejected immediately.

A 2% Call Deposit (CDR) of the bid amount, drawn from any scheduled bank, must be attached to the technical bid in favor of the Deputy Director Education Ghanche, as per GBPPRA Rules 2024–25.

Bidding documents, including the agreement deed, can be obtained from the Office of the Deputy Director Education, Ghanche, on or before 25th November 2025 upon payment of Rs. 4,000/- (non-refundable).

Bids must be submitted by 10:00 AM on 26th November 2025, and will be opened the same day at 11:00 AM in the presence of the bidders.

The successful bidder shall provide 10% performance security (in the form of CDR or Pay Order) within 10 days after bid opening.

The Chairman of the Procurement Committee reserves the right to accept or reject any or all tenders, in part or in whole, in accordance with GB PPRA guidelines.

Bidders must submit an affidavit of non-blacklisting, signed on legal stamp paper worth Rs. 50/- and attested by an Oath Commissioner or Magistrate, along with the technical documents.

All items must be delivered to the DDO Cluster Schools, with rates inclusive of supply and all related charges.

Payment will be made after release of funds from the competent authority.
