NOTICE INVITING TENDER (Through EPADS)

Sealed tenders are invited from eligible government contractors for the following work under the special directives of the Chief Minister, Khyber Pakhtunkhwa, based on MRS 2025 (1st Bi-Annual) and Non-MRS items as per the approved PC-1.

The tender will be processed through the Single Stage, Single Envelope Procedure using the Electronic Procurement and Disposable System (EPADS). Only contractors registered with the Pakistan Engineering Council (PEC) and enlisted with the C&W Department under the Centralized Enlistment Policy for the financial year 2025–2026 are eligible to apply.

Terms and Conditions

1. The award of contract will be made on the basis of above/below the Engineer’s Estimate under MRS 2025 (1st Bi-Annual).

2. Bidding documents can be downloaded from the official EPADS portal (www.portalkp.eprocure.gov.pk after publication of the tender. The documents must be filled clearly and uploaded along with the bid submission.

3. Original bidding documents, along with original bid security and detailed rate analysis (if required), must be delivered through courier to the Office of the Assistant Director, LG&RDD, VC/NC Barkalay Village Bhattai, Tehsil Khwazakhela, District Swat, before the closing time.

4. Sealed bids received up to 12:00 PM on 27 November 2025 will be opened the same day at 2:00 PM in the presence of bidders or their authorized representatives.

5. Only PESCO/WAPDA registered contractors or firms are eligible. The work shall be executed through registered workshops of PESCO/WAPDA.

6. Bid security must be in the form of a Call Deposit Receipt (CDR) in favor of the Assistant Director, LG&RDD Tehsil Khwazakhela, Swat.

7. Eligible firms must possess:

   • PEC registration with codes EE04 and EE05, and

   • License from the Inspectorate of Electricity, Energy & Power Department, Khyber Pakhtunkhwa, in Category “C” or “E”.

8. Bidders quoting up to 10% below the Engineer’s Estimate shall submit 2% bid security of the estimated cost.

9. Bidders quoting more than 10% and up to 20% below the estimate shall submit an additional 8% security of the estimated cost along with the 2% bid security. Failure to do so will result in the bid being declared non-responsive, and the 2% security will be forfeited.

10. Bidders quoting more than 20% below the estimate must submit additional security equal to the differential amount along with detailed rate analysis. Failure to submit both will render the bid non-responsive, and the securities will be forfeited.

11. If the detailed rate analysis is found unconvincing, the Procuring Entity may declare the bid non-responsive with recorded reasons.

12. The Procuring Entity may award the contract to the next lowest bidder after proper evaluation or re-advertise the tender if necessary.

13. All CDRs must be issued after publication of this notice.

14. The completion period shall be as per the work order. The contractor or authorized representative may attend the bid opening session.

15. In case of a tie, the award shall be decided through a free toss, which will be considered final.

16. Any bidder providing false or incomplete information will be disqualified under KPPRA Act Section 29(1) and Rule 43, and the case may be recommended for blacklisting as per Section 29(2) and Rule 44.

17. Bids will remain valid for 120 days from the closing date.

18. Bidders must register with EPADS to obtain their username and password for online participation.

19. All bidders must also be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Finance Act 2013.

20. Both PEC and KPRA registration certificates (Active Taxpayer status) for the current financial year must be attached.

21. The last date for online clarification is 25 November 2025 at 5:00 PM.

22. Any cutting or overwriting on the tender form or BOQ will lead to rejection.

23. The additional security will be released in four equal installments — 25% each upon completion of 25%, 50%, 75%, and 100% physical progress.

24. The successful contractor must obtain a satisfactory performance certificate from the concerned MPA and Technical Committee before submitting the bill for payment.

25. The contractor will perform all required material and technical testing at their own cost whenever demanded by the Procuring Entity.

26. Any future amendments or additions in tender conditions shall be implemented as per KPPRA Act and Rules.
