NOTICE INVITING TENDER
(Single Stage – Single Envelope E-Bidding through E-Pak Acquisition & Disposal System (EPADS))

The Communication & Works (C&W) Highway Division Mardan, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible contractors and firms in accordance with the Khyber Pakhtunkhwa Public Procurement Rules (KPPRA) 2014, as amended up to 10th May 2022, under the Single Stage – Single Envelope Procedure for the following work:

Important Instructions for Bidders

1. Bid Submission & Security:

   • Contractors quoting bids up to 10% below the Engineer’s Estimate shall submit 2% bid security of the Engineer’s Estimate.

   • Contractors quoting more than 10% and up to 20% below the Engineer’s Estimate must submit an additional 8% security (in addition to 2% bid security).

     • If not submitted, the bid will be treated as non-responsive, and the 2% bid security will be forfeited. The next lowest bidder will then be considered.

   • Contractors quoting more than 20% below the Engineer’s Estimate must submit additional security equal to the differential amount along with a detailed rate analysis.

     • Failure to submit either will result in non-responsiveness and forfeiture of bid security.

2. Evaluation of Rate Analysis:

   • If the procuring entity finds the rate analysis unconvincing, the bid may be declared non-responsive (without forfeiture of security), with reasons recorded.

3. Award of Contract:

   • The procuring entity may offer the contract to the next lowest bidder after due evaluation or may re-advertise the tender if deemed appropriate.

4. Replacement & Release of Additional Security:

   • After work commences, the contractor may replace the additional security with a bank guarantee of the same amount.

   • The additional security will be released in four installments:

     • 25% on completion of 25% of work,

     • 25% on completion of 50%,

     • 25% on 75%,

     • and the remaining 25% upon full completion.

5. E-Bidding Process:

   • As per KPPRA notification No. KPPRA/MIS/EPADS/24-25/266 dated 16/04/2025, the tender will be processed through the E-PADS system on the KPPRA website.

   • Manual submission of bids will not be accepted.
