The undersigned invites e-tenders through the E-Procurement System (EPADS) from interested and registered contractors for the supply of edible items (raw ration) and various miscellaneous goods required for District Jail Swat for the financial year 2025–2026.

The estimated cost of this procurement is approximately Rs. 23,000,000 (Twenty-Three Million Rupees).

Only contractors registered with the Sales Tax and Income Tax departments, as well as with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) at https://kp.eprocure.gov.pk are eligible to participate.

Tender Submission and Opening

• Mode of Submission: Online via EPADS only

• Deadline for Submission: November 26, 2025, at 11:00 AM

• Tender Opening: November 26, 2025, at 11:30 AM, in the presence of bidders’ representatives and the tender committee, through EPADS

Terms and Conditions

1. The estimated amount may increase or decrease as per requirement.

2. All interested contractors must be registered on the KPPRA website, where the tender form, list of required items, and related documents are available for viewing and download. After filling them clearly, bidders must upload them to EPADS for submission.

3. Each bidder must submit a Call Deposit Receipt (CDR) of Rs. 460,000, equivalent to 20% of the tender value, in favor of the Superintendent, District Jail Swat, issued by an approved bank. The original CDR must be submitted to the undersigned before tender opening, while a scanned copy must be uploaded on EPADS.

   • Failure to upload or submit the original CDR on time will result in disqualification.

4. The contractor or firm will be responsible for paying all applicable taxes including Income Tax, Sales Tax, Professional Tax, Stamp Duty, and any other government-imposed taxes as per prevailing laws.

5. In case of delay in supply or supply of substandard items, the required goods will be purchased from the open market, and any price difference will be deducted from the contractor’s bill or security.

6. Failure to supply items, providing substandard goods, or violating rules will lead to legal action and blacklisting of the contractor.

7. The tender committee reserves the right to reject any or all bids, either partially or completely, with valid reasons.

8. The final approval of the tender rests with the Deputy Inspector General (DIG), Regional Prisons Office, Swat.

9. All supplies must be delivered up to the main gate of District Jail Swat.

10. All submitted CDRs will be verified by the issuing banks, and no CDR will be returned without verification. If a CDR is found fake or invalid, action will be taken as per banking rules and government laws.

11. All interested bidders must provide a valid certificate issued under Section 15 of the Khyber Pakhtunkhwa Food Safety and Halal Food Authority Act, 2014. Failure to do so will render the bid non-responsive.

12. Upon award of contract, the successful firm must sign an agreement and submit a Performance Guarantee equal to 5% of the contract value, in the form of a Bank Guarantee, in favor of the Superintendent, District Jail Swat.

13. If the date of tender opening falls on an official holiday, the tender will be opened on the next working day.
