1. Introduction

The Office of the Executive Engineer (Development), Public Health Engineering Division, Kashmore @ Kandhkot, invites sealed tenders under the Single Stage – Two Envelope Procedure from eligible contractors/firms registered with the Pakistan Engineering Council (PEC) under the relevant categories CE-09, CE-10, ME-06, and EE-11 (Solar Energy).

The process will be conducted in accordance with SPPRA Rules 2010 (amended to date).

3. Tender Issuance & Submission

• Tender forms and proposal documents can be obtained from the office of the Executive Engineer (Development), Public Health Engineering Division, Kashmore @ Kandhkot (located at Govt. Elementary College near Old NADRA Office, Kandhkot).

• Documents will be issued up to 27 November 2025 during working hours on submission of a written request and payment of a non-refundable fee of Rs. 5,000/- through Pay Order.

• Completed tenders (Technical and Financial Proposals in separate sealed envelopes) must be submitted by 10:00 AM on 28 November 2025.

• The Technical Proposals will be opened the same day at 10:30 AM in the presence of the procurement committee and attending bidders or their authorized representatives.

4. Evaluation Procedure

• Technical proposals will be evaluated first.

• Only technically qualified firms will be informed in writing about the date and time for opening of Financial Proposals.

• Financial bids of technically disqualified firms will be returned unopened.

• Each bid must include a Bid Security (5%) of the estimated cost in the form of Call Deposit in favor of the Executive Engineer (Dev.), PHED Kashmore @ Kandhkot.

• Incomplete, conditional, or overwritten bids will not be accepted.

5. Eligibility Criteria

• Valid PEC registration (2025) in the relevant category.

• Valid NTN, Sindh Revenue Board registration, and CNIC of the owner/proprietor.

6. Technical Proposal Requirements

Firms must provide:
a) List of at least four (4) completed projects of similar nature from the last three years with completion certificates.
b) List of four (4) ongoing projects with award letters and progress certificates.
c) Details of available machinery and equipment (with documents).
d) Details of qualified technical staff and management team.
e) Bank statements for the last three years and audited financial reports verified by ICAP or a registered audit firm.
f) Affidavits confirming:

• The firm is not involved in litigation.

• The firm is not blacklisted.

• All submitted data is accurate.

• The firm accepts a one-year defect liability period after project completion.
  g) Proof of similar nature experience within the last five years:

• At least one project worth 80% of the estimated cost, or

• Two projects worth 50% each of the estimated cost.

7. Financial Criteria

The bidder’s average annual financial turnover for the last five years must not be less than the cost of the respective project.

8. Additional Notes

• If the opening date falls on a public holiday or due to unavoidable circumstances, the process will be conducted on the next working day at the same time and venue.

• Conditional bids will not be entertained.

• The procuring authority reserves the right to accept or reject any or all bids as per SPPRA Rule 25.

• In case of unresponsive tenders, a second attempt will be made on 11 December 2025 at 10:00 AM, with opening at 10:30 AM the same day.
