Invitation for Bids via E-PADS

The Pakistan Infrastructure Development Company Limited (PIDCL), under the Ministry of Housing & Works, invites bids from qualified firms for various construction works in Shangla District, Khyber Pakhtunkhwa.

The procurement will follow the Single Stage – Two Envelope procedure under PPRA Rule 36(b) (as amended).

Eligibility

Valid PEC registration (Category C-5 or above) with relevant specialization codes.
Active registration with FBR for Income Tax, Sales Tax, and other applicable taxes.
Compliance with E-PADS submission procedures.

Bid Submission

Bidding documents can be downloaded from E-PADS (https://eprocure.gov.pk) for a non-refundable fee of PKR 3,000/- (Pay Order in favor of PIDCL).
Bid Security: PKR 1,500,000/- in the form of CDR or Bank Guarantee from a scheduled bank in Pakistan.
Additional Security:
- Bids 10–20% below engineer’s estimate: Additional 8% security of estimated cost.
- Bids more than 20% below: Additional security equal to the difference between bid and engineer’s estimate.
All security and tender fee instruments (originals) must be delivered to the Executive Engineer PIDCL, PWD Complex, Shami Road, Peshawar before the submission deadline. Scanned copies must be uploaded to E-PADS along with the bid.
Late submissions or bids without security will be marked non-responsive.

Important Dates

Pre-Bid Meeting: 12 August 2025, 2:00 PM at PIDCL NC House, G-9/1, Islamabad.
Bid Submission Deadline: 22 August 2025, 3:00 PM via E-PADS.
Technical Bid Opening: 22 August 2025, 3:30 PM.

Other Information

Only electronic submissions via E-PADS will be accepted.
Bids will be opened at PIDCL Head Office, Bahria Complex IV, Karachi in the presence of authorized representatives.
PIDCL reserves the right to reject any or all bids in accordance with PPRA Rule 33.
In case of public holiday or closure of office on opening day, bids will be opened on the next working day at the same time.
