Procurement of Technical Support Provider (TSP) for 14x ETTM Toll Plazas on National Highways and National Traffic Operation Centre (NTOC) at NHA HQ

Project Overview

The National Highway Authority (NHA) invites bids from eligible and experienced firms for the provision of Technical Support Services for 14 Electronic Toll and Traffic Management (ETTM) Toll Plazas on National Highways and the National Traffic Operation Centre (NTOC) at NHA Headquarters.

List of Toll Plazas:

• N-5 Route: Iqbal Shaheed (Mullah Mansoor), Harro, Sangjani, Mandra, Tarrakki, Jhelum, Chenab (NB & SB), Gujranwala, Kala Shah Kaku, Okara, Harrapa, Khanbela

• N-80 Route: Qutbal (Fateh Jhang)

Eligibility Criteria

Bidders must have:

1. Valid Registration with Income Tax and Sales Tax Departments.

2. Active Taxpayer Status on the FBR Active Taxpayer List (ATL).

3. Valid Operator License with the Pakistan Engineering Council (PEC).

Bidding Procedure

• Method: Single Stage – Two Envelope Procedure (Technical & Financial Proposals submitted separately).

• Bidding Documents: Available from 8 August 2025 at www.ebidding.nha.gov.pk.

• Important: Bidders should regularly check the NHA website for updates, addendums, or schedule changes.

Submission & Opening of Bids

• Deadline for Submission: 26 August 2025 at 11:00 AM.

• Opening of Technical Bids: 26 August 2025 at 11:30 AM (same day).

Important Notes

• All bidders must be registered on EPADS (PPRA e-Procurement Portal) at https://eprocure.gov.pk.

• Manual (hard copy) submissions will not be accepted for upcoming procurements.

• NHA reserves the right to accept or reject any bid in line with PPRA Rules.
