The Government of Pakistan, through the Federal Board of Revenue (FBR), has received financing from the World Bank under the Pakistan Raises Revenue Program (PRRP). Part of this funding will be used to engage qualified individual consultants for the following positions:

---

1. Judicial and Administrative Expert

Required Qualifications:

• Degree in Law (LLB) and preferably a Master’s in Public Administration, Public Policy, or a related discipline.

Required Experience:

• Minimum 15 years of progressively responsible experience in legal or advisory roles within the public sector, particularly in governance, reform, or institutional development.

• Strong experience in drafting legislation, developing major government policies, and managing complex or high-stakes litigation.

• In-depth understanding of the legal and institutional framework of public administration.

• Proven ability to conduct comprehensive policy analysis and draft legal documents.

• Excellent communication, negotiation, and stakeholder management skills.

• Prior experience working with the public sector in Pakistan or in similar developing countries will be an advantage.

2. Expert for Civil Service-Related Matters

Required Qualifications:

• Master’s degree in Law, Public Administration, Human Resource Management, or an equivalent field.

Required Experience:

• At least 15 years of relevant experience handling service matters, preferably within government or regulatory organizations.

• Expertise in preparing disciplinary case files, appeals, and tribunal briefs.

• Familiarity with cases related to pensions, retirement, and deputation.

• Ability to mentor and train HR staff in the application of service rules.

• Strong written and verbal communication skills.

Submission Requirements

Interested candidates are invited to submit:

1. A Letter of Expression of Interest describing their suitability, qualifications, and experience relevant to the assignment.

2. A detailed and signed Curriculum Vitae (CV), clearly highlighting similar past assignments and providing references for verification.

Selection and Evaluation

Selection will be conducted under the Open Competitive Selection of Individual Consultants method in accordance with the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018).

Applicants should also take note of the conflict of interest provisions outlined in paragraphs 3.14, 3.16, and 3.17 of the same regulations.
