Open Auction – Club House Building, F-6 Markaz, Islamabad

The Capital Development Authority (CDA), through its Directorate of Sports, Culture & Tourism, invites interested parties to participate in an open auction for the rental of the Club House Building located in F-6 Markaz, Islamabad.

The property will be rented out for an initial period of ten (10) years, extendable for an additional five (5) years based on satisfactory performance. An annual rent increase of 10% will apply.

Building Details:

1. Ground Floor – 6,876 sq. ft. (covered area)

2. First Floor – 6,876 sq. ft. (covered area)

3. Second Floor – 6,876 sq. ft. (covered area), plus a Mumty – 1,633 sq. ft.

4. Rooftop – Restaurant space with temporary structure

Note: Interested bidders may visit the site during office hours.

Terms & Conditions:

1. Only bidders who obtain the Terms of Reference (TORs) / Tender Documents and a token number before the auction will be eligible to participate.

   • TORs/Tender Documents can be collected from the office of DDO (Sports & Culture) during office hours by submitting a written request on company letterhead.

   • A non-refundable bank draft of Rs. 25,000 and a refundable earnest money deposit of Rs. 10 million (in favor of DDO/Sports & Culture) must be submitted one day before the auction.

2. Contract duration: 10 years, extendable for 5 more years on satisfactory performance. The successful bidder must submit advance yearly payments (with a 10% annual increase) one month before the start of each contract year.

3. Before possession is handed over, the successful bidder must pay:

   • 100% of the bid amount (in advance)

   • 10% security deposit

   • Applicable withholding tax (as per prevailing rates)
     Failure to comply will result in cancellation of the bid and forfeiture of the earnest money.

4. The earnest money of the 2nd and 3rd highest bidders will be retained until the signing of the contract and handing over of the site.

5. CDA reserves the right to cancel the auction process, in full or in part, without assigning any reason.

6. Auction Date & Venue: October 22, 2025, at 11:00 AM in the Conference Room, Old Naval Headquarters, G-6, Islamabad.

7. Incomplete applications or those received after the deadline will not be entertained.

8. Only firms/companies meeting the following criteria will be eligible:

   • Properly registered with relevant authorities (taxation/registration).

   • Holding a valid NTN.

   • No record of default with CDA, MCI, FBR, or other government bodies.

   • No blacklisting from any government/semi-government body.

   • No financial default or criminal history (including company owners, partners, or directors).

9. No tokens will be issued on the auction date (October 22, 2025).
