Name of Work: Widening/Reconstruction of Road from Nawabshah–Saeedabad Road along Sim Nala to connect Nawabshah–Sanghar Road at Cheezalabad Road (Mile 0/0 to 11/4+330, Dual Carriageway 24 ft wide each)

Eligibility / Mandatory Requirements
Bidders must provide the following documents:

Valid PEC registration (up to June 2026 or later) in the required category and codes.

Proof of experience in similar works during the last three years, including:
-
At least one project of 80% of the estimated cost, OR
-
At least two projects of 50% of the estimated cost.

Bio-data of engineering and technical staff.
-
Annual financial turnover at least equal to the estimated cost of work in the last three years.
-
Annual audited reports for FY 2022-23, 2023-24, and 2024-25 from ICAP-registered audit firms.
-
List of road construction machinery/equipment with documentary proof of ownership or lease.
-
Bank statements for FY 2022-23, 2023-24, and 2024-25 (1st July to 30th June for each year).
-
Bank certificate showing credit worthiness of at least 15% of the estimated cost (average balance over the last three years).
-
Active NTN and SRB registration certificates.
-
Copies of income tax returns for the last three years.
-
Proof of ownership/lease of asphalt plant with machinery.
-
All pages of technical proposal duly paginated, signed, and attested by firm owner.

Bid security in shape of CDR from a scheduled bank.
-
Affidavit declaring authenticity of submitted documents and non-involvement in litigation.
-
Affidavit declaring the firm is not blacklisted (or proof of de-listing, if applicable).
-
Power of attorney for representatives on judicial stamp paper.
Procedure
-
Method of Procurement: Single Stage – Two Envelope Procedure.
-
Technical proposals will be opened first and evaluated on a pass/fail basis.
-
Only technically qualified firms will be invited to attend the financial bid opening, communicated in writing.
-
Financial proposals of non-qualified bidders will be returned unopened.
-
Joint ventures are not allowed.
-
Bogus or forged documents will result in blacklisting.
Important Notes

Tender fee of Rs. 3,000/- and bid security must be submitted in favor of the Executive Engineer, Provincial Highways Division, Shaheed Benazirabad.

Conditional, electronic, or telegraphic bids will not be accepted.
-
Late bids or those without bid security will be rejected.
-
Bids must remain valid for 90 days.
-
The Procuring Agency reserves the right to reject any or all bids as per SPPRA Rules.
