Bidding Instructions

• Bidding documents are available free of cost on the PPRA E-PAD System.
• Interested bidders must be registered on the E-PADS (PPRA Federal) portal to access and download bidding documents, submit electronic bids, and view all relevant information.
• Bids must be submitted electronically via the E-PADS web portal and also in hard copy (sealed envelopes) containing all required documents as per the bidding instructions.
• Both electronic and hard submissions must be completed before the closing time and date. Late or incomplete bids will not be considered.

The sealed bids will be opened on the same day at the specified time and venue in the presence of bidders or their authorized representatives.

Bid Security

• Original Bid Security must be attached with the Technical Proposal in hard copy (sealed envelope).
• A scanned copy of the same instrument (Pay Order/Bank Guarantee) must also be uploaded through E-PADS before the bid submission deadline.
• The Bid Security must remain valid for 28 days beyond the bid validity period, while the bid itself will remain valid for 90 days from the date of opening.

Additional Information

• Bidders must ensure submission of Active Taxpayer proof, valid NTN/GST certificates, and compliance with FBR requirements before the bid opening date.
• For assistance with registration, training, or technical issues related to E-PADS, bidders may contact the Director (MIS), PPRA, Room No. 109, 1st Floor, FBC Building, Sector G-5/2, Islamabad (Phone: 051-111-137-237).
• Bidders are advised to submit bids well before the deadline to avoid any last-minute technical issues.

Contract Duration

The successful bidder will perform under the contract until satisfactory completion and completion of the warranty period as defined in the tender documents.

General Terms

• PAA reserves the right to accept or reject any or all bids as per PPRA Rule 33(1), and the reasons for rejection shall be communicated upon request.
• Any fake or dishonored financial instrument submitted by a bidder will result in blacklisting and legal action as per applicable laws.
