TENDER NOTICE (2025–2026)

Sealed tenders are invited under the Sindh Public Procurement Regulatory Authority (SPPRA) Rules, 2010 (amended up to date) from interested and eligible contractors, companies, or firms registered with the Pakistan Engineering Council (PEC) and holding a valid license up to June 2026 in the relevant category and specialized codes.

Project Details

Eligibility and Mandatory Requirements

1. Valid PEC Registration (up to June 2026 or later) in the relevant category with specialized codes.

2. Experience in Similar Works:

   • At least one completed project of similar nature worth 80% of the estimated cost, or

   • At least two similar completed projects, each worth 50% of the estimated cost, supported by documentary proof (work orders, contracts, and completion certificates issued by the concerned departments).

3. Technical Proposal Documentation: Each page must be numbered, stamped, and signed by the firm’s owner or authorized representative.

4. Bid Security: 5% of the bid amount in the form of a Bank Guarantee issued by a scheduled bank in Pakistan, in favor of the Executive Engineer, Drainage Division, Badin. Other forms of bid security will not be accepted.

5. Technical Staff Details: Submit complete biodata of engineering, technical, and professional staff employed by the firm, including experience and service duration.

6. Annual Turnover: Average turnover during the last five years should be at least equal to the project’s cost.

7. Audited Financial Reports for the last five years (FY 2020–21 to 2024–25) certified by an ICAP-registered audit firm.

8. Income Tax Returns for the last three years (FY 2022–23 to 2024–25).

9. Bank Statements for the last three years (FY 2022–23 to 2024–25).

10. List of Machinery and Equipment (Annexure-I) with proof of ownership or rental agreements.

11. Active NTN Certificate from the Federal Board of Revenue (FBR).

12. Active SRB Registration Certificate from the Sindh Revenue Board.

13. Affidavit (Judicial Paper) confirming that the firm and its employees are not blacklisted by any government, semi-government, or autonomous body, and that no case of blacklisting is pending in any court.

14. Litigation Affidavit confirming that the firm is not involved in any departmental disputes, abandoned projects, or delayed works.

15. Beneficial Ownership Declaration on judicial paper.

16. Truthful Information Affidavit confirming that all submitted documents and certificates are genuine. Any falsified information may result in blacklisting at any stage.

Procurement Method

Single Stage – Two Envelope Procedure

1. Bids must consist of two sealed envelopes:

   • One marked “Technical Proposal”

   • One marked “Financial Proposal”

   Both envelopes should be clearly labeled.

2. Bids must be submitted by 11:00 a.m. on 27 October 2025 to the Office of the Executive Engineer, Drainage Division Badin, Camp Office, Kotri Barrage, Hyderabad.

3. Technical Proposals will be opened the same day at 11:30 a.m. in the presence of the Procurement Committee and the bidders or their authorized representatives (with Power of Attorney and original CNIC).

4. Only technically qualified firms will be invited later to participate in the opening of the Financial Proposals, the date of which will be communicated in writing.

5. Technical Proposals must be submitted in one original and one copy. If submitted via courier, ensure the original pay order and bid security are included.

6. All bids must be properly filled, signed, and free from overwriting or conditions. Incomplete or conditional bids will not be accepted.

7. All government taxes, including Sindh Sales Tax (SST), will be deducted at the prevailing rates.

Tender Documents

1. Blank bidding documents can be obtained from the office of the Executive Engineer, Drainage Division Badin, Camp Office Kotri Barrage Hyderabad, during working hours from the date of NIT publication up to 27 October 2025 (10:00 a.m.), upon submission of a written application and payment of the non-refundable tender fee via Demand Draft/Pay Order.

2. Documents can also be downloaded from the SPPRA official website.

3. The tender opening will take place in the presence of the Procurement Committee and authorized bidders.

Terms and Conditions

1. In case of force majeure or public holidays on the scheduled date, tenders will be opened on the next working day at the same time and venue.

2. The procuring agency reserves the right to reject any or all bids, in accordance with SPPRA Rules 2010 (amended up to date).

3. Conditional, electronic, or telegraphic bids will not be accepted.

4. Bids without bid security or received after the deadline will be rejected.

5. Bid validity period: 90 days.

6. Providing false or misleading information will lead to disqualification.

7. If any member of the Procurement Committee is unavailable on the opening date, bids will be opened on the next working day or on a date announced by the procuring agency.
