Islamabad Electric Supply Company (IESCO) invites E-Bids from eligible contractors registered with the Pakistan Engineering Council (PEC), renewed for the year 2025–26, and holding up-to-date registration with the Provincial Revenue Authority or Islamabad Capital Territory (ICT), whichever is applicable, for Sales Tax on Services. Bidding will be conducted on a National Competitive Bidding (NCB) basis under the Single Stage – Single Envelope (SSSE) procedure, in accordance with PPRA Rules 2004 (amended to date).

Project Description

Scope of Work:
Construction of tower foundations/RCC pile foundations of poles, erection including electric welding of towers/poles, stringing of conductor with all allied accessories, and transportation of material from New Wah Store to the work site.
The project also includes Environmental Management and Monitoring Plan (EMMP) for the 132 KV Double Circuit Transmission Line (1.850 km) feeding the Chakwal-II Grid Station, with in-and-out arrangements from the 132 KV Transmission Line Chakwal–Talagang, included in IESCO’s 7th STG Project under IESCO’s own resources.

Project Completion Period: 180 days

Eligibility Criteria

(a) Valid PEC Registration (Category C-6) for 2025–26, with Specialization Codes CE-02 and CE-10, along with active Sales Tax registration (Provincial Authority or ICT, as applicable).
In the case of a Joint Venture (JV), all partners must meet the PEC requirements.

(b) At least five (5) years of relevant construction experience under PEC registration categories.

(c) The Bidder or JV must be an active taxpayer, either a private entity, public enterprise, or combination thereof.

(d) Submission of income tax returns for the last three (3) years, duly verified by the Federal Board of Revenue (FBR).

(e) At least two (2) successfully completed contracts within the last ten (10) years, of a similar nature and scope.
The combined value of these contracts should be at least PKR 14 million, with each contract not less than 30% of this amount.
Relevant work orders, agreements, and completion certificates must be provided to verify experience.

(f) Financial capability must be demonstrated through audited financial statements for the last three (3) years, meeting the following minimum criteria:

Bidding Procedure

• Only E-Bids submitted through the E-Pak Acquisition & Disposal System (E-PADS) portal will be accepted.
• Interested bidders must apply and upload all mandatory documents via www.eprocure.gov.pk.
• Bidding documents can be downloaded from E-PADS.
• The tender follows the Single Stage, Single Envelope (SSSE) method.

Bid Security

• Bidders must submit Rs. 446,298/- as Bid Security in the form of a Bank Guarantee, Call Deposit Receipt (CDR), or Bank Draft from any scheduled bank, payable to the Chief Engineer (Development), IESCO, Islamabad.
• The original bid security must be submitted to the undersigned’s office on the day of bid opening.
• The bid security must be valid for 28 days beyond bid validity, and bids shall remain valid for 90 days.

Bid Submission and Opening

• Bid Opening Date: October 27, 2025
• Time: 11:30 AM
• Venue: Office of the Chief Engineer (Development), IESCO Headquarters, Street No. 40, Sector G-7/4, Islamabad.
• Bidders or their authorized representatives (with authority letters) may attend the opening.

In case of an unforeseen public holiday declared by the Government, the tender will be opened on the next working day at the same time and venue.

Additional Terms

• In case of fake or misleading documents, IESCO’s official Blacklisting Mechanism for suppliers, contractors, consultants, or manufacturers shall apply during both the bidding and contract execution phases.
• This tender notice is also available on the PPRA and IESCO websites.
• IESCO reserves the right to reject any or all bids in accordance with Rule 33(1) of PPRA Rules 2004 (amended to date).
