The Punjab Highway Department invites online tenders from qualified engineering firms and contractors for the following development scheme. Bidding will be conducted on an item rate basis through the Punjab PPRA E-Tendering System, in accordance with the relevant PPRA Rules (amended up to date).

Terms and Conditions

1. Eligibility:
   Only contractors or firms registered with the Pakistan Engineering Council (PEC) in the relevant category and specialization codes are eligible to participate.

2. E-Tender Registration:
   Interested contractors must be registered on the Punjab PPRA E-Procurement Portal at www.eprocure.gov.pk.
   Information and procedures for registration are available at ppra.punjab.gov.pk/e-procurement.

3. Earnest Money (Bid Security):

   • Bidders must upload a Call Deposit Receipt (CDR) equivalent to 2% of the estimated or bid cost in favor of the Executive Engineer, Highway Division Sheikhupura via the online tendering system at least one hour before the tender opening time.
   • The original CDR must be submitted to the Tender Opening Committee one hour prior to bid opening; failure to do so will result in disqualification.

4. Tender Opening:
   After submission of bids online, all contractors are invited to attend the tender opening at the office of the Commissioner, Lahore Division, Lahore, on 29 October 2025 at 11:30 AM.
   Bids will be retrieved, and the quoted rates and successful bidder will be announced in the presence of the Tender Opening Committee.

5. False Information or Documents:
   Submission of false or forged information/documents (such as fake CDRs or receipts) will lead to immediate disqualification from the tender and blacklisting from all future tenders of the Communication & Works Department.
   Further action will also be recommended to PPRA and PEC for appropriate disciplinary measures.

6. Right to Reject Bids:
   The procuring agency reserves the right to reject any or all bids at any stage prior to bid acceptance, in accordance with PPRA Rule 35 (Rejection of Bids).

7. Price Variation:
   No price escalation or variation will be entertained under this contract.
