1. Introduction

The Pakistan Water and Power Development Authority (WAPDA), through the Resident Engineer (Civil), Mangla Dam Organization (MDO), invites electronic bids from eligible firms for the work listed below.

Bidders must be licensed by the Pakistan Engineering Council (PEC) in Category C-6 or above, possessing the relevant specialization code. Firms must also be registered on the Active Taxpayer List (ATL) of FBR or FBR (AJK) and have renewed registration for the year 2025–2026.

3. Availability of Bidding Documents

Electronic bidding documents, containing complete terms and conditions, technical specifications, and requirements, are available on the E-Pak Acquisition & Disposal System (E-PADS) for all registered bidders.

4. Submission and Opening of Bids

• All bids must be submitted electronically through E-PADS no later than 11:30 AM on 06 November 2025.

• Manual bids will not be accepted.

• Bids will be opened electronically on the same day at 12:00 PM in the Committee Room, Project Office, Mangla Dam Organization (MDO), WAPDA Mangla, in the presence of bidders or their representatives who wish to attend.

5. Terms and Conditions

a) Applications must be submitted on the firm’s original letterhead, clearly stating the complete address and contact number (preferably PTCL).

b) Bid Security must be in the form of a Call Deposit Receipt (CDR) in favor of the Resident Engineer (Civil), MDO, WAPDA Mangla.

• The firm’s name must be mentioned on the CDR.

• A scanned copy of the CDR must be uploaded with the electronic bid, and the original CDR must be submitted to the undersigned by 11:30 AM on the bid opening date. Late submissions will not be accepted.

c) Bidders must upload signed and stamped copies of the Form of Bid, Bill of Quantities (BOQ), and Contract Data. Incomplete or unsigned forms will lead to rejection.

d) All quoted rates must be inclusive of applicable federal and AJK taxes. No tax-exclusive rates will be accepted.

e) Any discount or rebate should be clearly mentioned on the BOQ, either as a percentage or lump-sum amount.

f) Submission of false or misleading documents will result in rejection, forfeiture of bid security, and blacklisting of the firm.

g) Bidders must upload a valid PEC registration certificate and proof of Active Taxpayer status.

h) WAPDA reserves the right to accept or reject any or all bids in accordance with PPRA Rules.

i) Notification of the Grievance Redressal Committee (GRC), formed under Rule 48 of PPRA Rules 2004, is available on the E-PADS portal and WAPDA’s official website.
