The Office of the Executive Engineer (Highways Division) Naushahro Feroze invites sealed bids on standard bidding documents from interested contractors, firms, or individuals who meet the eligibility criteria under SPPRA Rules 2010 (amended 2019) for the following development works under the Provincial ADP Scheme 2025–26.

Terms and Conditions

Bidding documents may be obtained from the office of the undersigned by paying the prescribed fee for each work. Documents can also be downloaded from the SPPRA website until 18 November 2025 at 11:30 AM.

Bids must be accompanied by Earnest Money (5%) in the form of a Call Deposit issued by a scheduled bank in favor of the Executive Engineer, Highways Division, Naushahro Feroze.

Bids will be received until 18 November 2025 at 12:00 PM and opened the same day at 12:00 PM in the presence of bidders or their representatives.

If the undersigned is not available, bids will be issued and opened on the next working day at the same time.

Bidders must have valid registration with the Pakistan Engineering Council (PEC) for the year 2025–26 in the relevant category and specialization.

Valid registration with the Income Tax Department (NTN) and Sindh Revenue Board (SRB) is mandatory.

Firms must submit bio-data of technical staff and engineers, along with CNIC copies.
-
Provide documentary proof of similar works completed, along with satisfactory completion certificates.
-
Submit a list of ongoing projects with their costs and work orders.
-
Provide proof of machinery/equipment ownership or lease agreement.
-
Submit bank statements for the last three financial years to demonstrate financial stability.
-
Provide audited financial reports for the last three financial years.
-
An affidavit must be provided confirming that the firm has never been blacklisted by any government department.

All project details can be viewed on the SPPRA website.

If tenders are cancelled or unresponsive, revised dates will be announced accordingly.

Conditional or telegraphic bids will not be accepted.
-
The competent authority reserves the right to accept or reject any or all bids as per SPPRA Rules 2010 (amended 2019).

Tender documents will only be issued to the bidder or their authorized representative.
-
The bid validity period is 90 days.
-
Late submissions will not be considered.
-
Incomplete bids or those not meeting the instructions will be rejected.

The Single Stage – Two Envelope method of procurement will be followed.

In the second attempt, bids will be issued up to 03 December 2025 at 11:30 AM, received until 12:00 PM, and opened the same day at 12:00 PM.
