1. Invitation for Bids

Fatima Jinnah Women University (FJWU), Rawalpindi, invites E-Bids through the Punjab E-Procurement System (E-PADS) from contractors who are registered and renewed for the current financial year under the Punjab Local Government Works Rules 2017 and are also registered on E-PADS for the current year at MRS 2nd Biannual 2025, District Rawalpindi, Punjab.

The bidding will be conducted under the Single Stage – Two Envelope procedure in accordance with the Punjab Procurement Rules 2014 and is open to all eligible bidders.

3. Bid Security

• A bid security amounting to Rs. 620,940/- must be submitted in the form of Demand Draft, Pay Order, or Call Deposit Receipt in favor of:
  Treasurer, Fatima Jinnah Women University, Rawalpindi (FTN # 9020016-0).

• The soft copy of the bid security must be uploaded along with the E-Bid on E-PADS.

• Original bid security must be submitted to the University’s Planning & Development (P&D) Directorate before the tender opening date and time.

• Bids without the required bid security or with an incorrect amount will not be entertained.

• No other forms of payment such as cheques, cash, or challans will be accepted.

4. Submission Method

• All bids must be submitted only through E-PADS (eprocure.gov.pk).

• Bids sent by mail, courier, or by hand will not be accepted.

• The closing date and time for submission is 05 November 2025 at 11:00 AM PST.

• Bids will be opened electronically on the same day at 11:30 AM PST in the presence of bidders or their authorized representatives who wish to attend.

5. Documents Required

Bidders must provide the following documents along with their E-Bid:

• An undertaking on legal/stamp paper confirming the firm is not blacklisted by any procuring agency or PPRA.

• National Tax Number (NTN) and proof of being an Active Taxpayer.

• Compliance with all requirements outlined in the official Bidding Documents available on E-PADS and PPRA Punjab websites as well as on the FJWU website.

6. Important Instructions

• Bidders must quote item-wise rates clearly. Unclear, incomplete, or ambiguous bids will be rejected.

• Non-responsive, non-signed, or unstamped bids will not be considered.

• Any bid containing fake or forged documents will result in immediate disqualification and blacklisting.

• The successful bidder must provide a Performance Guarantee as per Section 56 of the Punjab Procurement Rules 2014.

• Upon issuance of the Letter of Acceptance, the successful bidder must sign the formal agreement within seven (7) days on the prescribed stamp paper for issuance of the Work Order.

• The procuring agency reserves the right to reject any or all bids at any stage before acceptance as per Clause 35, Chapter VI of PPRA Rules 2014.
