TENDER NOTICE
(Single Stage – One Envelope Procedure)

The Water and Sanitation Agency (WASA), Jhelum invites tenders for the following work from eligible and reputable firms or contractors who are:

• Registered with the Pakistan Engineering Council (PEC), and

• Registered on the Punjab E-PAD system as per the directions of the Government of Punjab for the financial year 2025–26.

Project Details

Submission and Opening of Bids

• Bid Submission Deadline: November 24, 2025, up to 1:00 PM

• Bid Opening: November 24, 2025, at 1:30 PM through the E-PAD system by the Tender Opening Committee.

Bidders must upload their bids on E-PAD (Punjab e-Procurement portal) on an item rate basis and submit their valid PEC license in the office of the undersigned before the deadline.

An earnest money deposit (CDR) equal to 5% of the estimated cost must be uploaded on E-PAD in favor of the Deputy Director Engineering (WASA) Jhelum. The original CDR must be submitted to the Tender Opening Committee at least 30 minutes before bid opening in the office of the Deputy Director Engineering, WASA Jhelum. Failure to submit the original CDR within the specified time will result in disqualification.

Important Instructions

• Submission of fake information or forged documents (such as CDRs or receipts) will result in immediate disqualification and blacklisting of the firm or contractor. Such cases will also be reported to PPRA and PEC for further action.

• If the total tendered amount is less than 5% of the approved estimated amount (DNIT), the lowest bidder must deposit additional performance security from a scheduled bank within 15 days of receiving the notice.

• The procuring agency reserves the right to reject all bids or proposals at any stage prior to their acceptance in accordance with PPRA Rule 35 (Rejection of Bids).
