1. Project Background

The Islamic Republic of Pakistan has received financing from the World Bank for the Khyber Pakhtunkhwa Rural Investment & Institutional Support Project (KP-RIISP). A portion of this funding will be applied toward the construction of the Tehsil Building Complex in Khar, District Bajaur.

2. Invitation for Bids

The Project Implementation Unit (PIU) of KP-RIISP, operating under the Communication and Works Department (C&W Department), Government of Khyber Pakhtunkhwa (GoKP), now invites sealed bids from eligible and qualified bidders for the project mentioned above.

The bidding process will follow the National Competitive Procurement method using Request for Bids (RFB), in accordance with the World Bank Procurement Regulations for IPF Borrowers (November 2020).

3. Evaluation Method

All bids will be evaluated strictly as per the Evaluation and Qualification Criteria outlined in Section III of the bidding documents.

4. Availability of Bidding Documents

Interested bidders may obtain detailed bidding documents and further information from:

Bidding documents can be purchased upon submission of a written application and payment of a non-refundable fee of PKR 20,000 through:

• Irrevocable Letter of Credit, or

• Call Deposit Receipt (CDR).

Alternatively, bidders may download the bidding documents free of cost from the official C&W Department website. However, those who download must inform PIU, KP-RIISP in writing; otherwise, they will not receive any addendums or clarifications issued later. In case of any discrepancy, the hard copy of the bidding document shall be considered final.

5. Submission and Opening of Bids

Bids must be delivered in sealed envelopes to the following address:

• Submission Deadline: December 12, 2025, at 11:00 AM

• Bid Opening (Technical Part): December 12, 2025, at 11:30 AM

Electronic submissions are not permitted. Late bids will be rejected.

The “Original Bid” envelope (containing “Technical” and “Financial” parts) will be opened in the presence of bidders or their representatives who wish to attend. The “Financial Part” of the bids will remain sealed until the second public opening.

6. Bid Security

All bids must include a bid security of PKR 15.30 million, in the form of an unconditional bank guarantee or CDR issued by a scheduled bank in favor of the Project Director, PIU, KP-RIISP, C&W Department, GoKP.

Bidders must also demonstrate a plan to employ unskilled and semi-skilled labor from local communities, as required in the bidding documents.

7. Transparency Requirement

In compliance with the World Bank Procurement Regulations, the Borrower must disclose information about the beneficial ownership of the successful bidder using the Beneficial Ownership Disclosure Form included in the bidding documents.
