Invitation for Bids (Through E-PADS)

The PMIU – Revamping of Non-Teaching Hospitals invites online sealed bids from experienced and reputable firms for conducting a Comprehensive Medical Equipment Inventory Survey across all DHQ, THQ, Category-C, and Category-D hospitals in Khyber Pakhtunkhwa.

The assignment includes:

• Physical verification of all medical equipment.

• Functional assessment to identify repairable and non-repairable items.

• Preparation of item-wise Estimated Cost of Repair (ECR) using OEM-recommended spare parts only.

• Development of a Service Level Agreement (SLA) for high-tech medical equipment.

Important Instructions for Bidders

1. Submission Method:

   • The bidding process will be conducted exclusively through e-PADS.

   • Manual submissions will not be accepted under any circumstances.

2. Scope of Award:

   • PMIU reserves the right to hire one or multiple firms, by specialty, equipment category, or region, as allowed under KPPRA rules.

3. Eligibility Requirements:

   • Bidders must demonstrate the ability to deploy qualified biomedical engineers/technicians and field survey teams across all districts of Khyber Pakhtunkhwa.

4. Bidding Procedure:

   • Single Stage – Two Envelope Procedure will be followed.

   • Technical and financial proposals must be uploaded electronically in separate sections on e-PADS.

5. Evaluation Criteria:

   • Quality & Cost Based Selection (QCBS):

     • 70% weight for technical proposal

     • 30% weight for financial proposal

6. Bid Security:

   • A bid security of 2% of the quoted bid price must be uploaded via e-PADS.

   • Bids submitted without bid security will be automatically rejected.

7. Bidding Documents:

   • Complete documents, including Terms of Reference (TORs) and evaluation criteria, are available on the official websites of:

     • Health Department KP

     • KPPRA

     • e-PADS

8. Pre-Bid Meeting:

   • Date: Wednesday, 10th December 2025

   • Time: 11:00 AM

   • Attendance is optional but encouraged for prospective firms.

9. Submission Deadline:

   • Date: 6th January 2025

   • Time: 11:00 AM

10. Bid Opening:

    • Date: 6th January 2025

    • Time: 11:30 AM

    • Location: Through e-PADS, in the presence of bidders or their authorized representatives.

11. Right to Reject:

    • PMIU reserves the right to reject any or all bids at any stage as per KPPRA Rule 47.
