Instructions for Bidders

1. Procurement Method:
   All procurement will be conducted through E-PADS of the Punjab Procurement Regulatory Authority (PPRA).

   • E-PADS Website: www.punjab.eprocure.gov.pk

   • PPRA Website: http://ppra.punjab.gov.pk

2. Bidding Procedure:

   • Single Stage – Two Envelope Procedure will be used.

   • Bids must be submitted on E-PADS on or before 22-12-2025 at 10:30 AM.

   • Technical bids will be opened on the same day at 11:00 AM on E-PADS.

3. Bid Security:

   • Must be 5% of the estimated cost in the form of Bank Guarantee, valid for the bid validity period plus 30 days.

   • Original hard copy must be submitted at the office of the undersigned before bid closing; otherwise, the bid will be rejected.

4. Eligibility:

   • Only technically responsive bidders will have their financial bids opened.

   • Bids found corrupt, unreadable, or containing viruses will be rejected as per PPRA Regulations-2024.

5. Submission Rules:

   • Bids must be uploaded in PDF format on E-PADS.

   • Hand-delivered, telegraphic, or postal bids will not be accepted.

   • Conditional, incomplete, or unsigned bids will be rejected.

6. Bid Rates:

   • Rates must be quoted in figures and words.

   • Each item in the bid schedule must be individually priced.

   • Bids quoting percentage rates above or below the estimated cost may be rejected.

7. Other Conditions:

   • Any documents uploaded on E-PADS are deemed duly signed and legally binding.

   • If the bid submission or opening date falls on a public holiday, it will be extended to the next working day.

   • Punjab Procurement Rules 2014 and PPRA Regulations 2024 apply throughout the process.
