Sealed tenders are invited under the Single Stage – Single Envelope procedure for the works listed below. Bidding will be based on MRS-2024 (1st Bi-annual) and Non-MRS items. Eligible bidders must be government-registered contractors with:

• Valid PEC registration,

• Enlistment with the C&W Department under the Centralized Enlistment Policy of Khyber Pakhtunkhwa,

• Required specializations and active registration for the current financial year.

Terms and Conditions

1. Bid Solicitation Documents can be downloaded from the EPADS and KP-PPRA websites. Bids must be filled clearly, and a scanned copy must be uploaded when submitting through EPADS. Any cutting or overwriting will be rejected.

2. Bid security must be prepared in favor of the Assistant Director LG&RDD Swabi. A scanned copy must be uploaded on EPADS, and the original must be submitted to the Assistant Director Senior LG&RDD, Tehsil Headquarters Swabi, Shahmansoor District Complex.

3. Bid security must be issued after publication of this notice and before the bid submission deadline.

4. Rates may be quoted as a percentage above, below, or at par with the engineer’s estimate.

5. Last date for online clarification requests is 30 November 2025 at 5:00 PM.

6. Additional security requirements will follow Notification No. S.R.O.(14)/Vol:1-24/2021-22 dated 10/05/2022.

7. If quoted rates are more than 20% below, bidders must submit a detailed rate analysis with valid supporting documents.

8. Contractors or their representatives may attend the electronic bid opening.

9. If two or more bids tie, the award will be decided through a free toss, considered final.

10. Only PESCO-registered contractors/firms/workshops may apply.

11. Contractors must have Class C or above licenses registered with the Inspectorate of Electricity, Energy & Power Department, KP.

12. Bidders must have PEC specialization codes EE-04 and EE-05.

13. Any false, inaccurate, incomplete information or failure to submit bid security in hard form will result in disqualification under KPPRA Act Section 29(1) and Rule 43. Cases will be recommended for blacklisting under Section 29(2) and Rule 44.

14. Bids will remain valid for 90 days from the closing date.

15. Prospective bidders must be registered on EPADS to obtain a username and password for participation.

16. PEC and KPRA registrations must be valid for the current financial year.

17. Any updates or additions made in this tender notice will be implemented according to KPPRA Act & Rules.
