Pakistan Airports Authority invites sealed bids from reputable firms and contractors registered with the Pakistan Engineering Council (PEC), at least in Category C-4 and holding the specialization code ME-03. All participating firms must also be listed on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR).

Replacement of Existing Outlived Escalators with New Escalators Installed in International Arrival and International Departure (CIP) Lounges at Allama Iqbal International Airport, Lahore.

Bidding Procedure

1. Availability of Documents:
   Complete bidding documents, including detailed specifications, terms and conditions, and instructions for bid submission, are available for registered contractors through the E-Pak Acquisition and Disposal System (EPADS).

2. Submission of Bids:

   • Bidders are required to submit their proposals both electronically via the EPADS portal and physically in sealed envelopes at the office of the Divisional Engineer (E&M), Pakistan Airports Authority, Allama Iqbal International Airport, Lahore (Room 4122, 04-Level, Office Block).

   • The last date for submission is November 28, 2025, up to 12:00 PM.

3. Opening of Bids:

   • The bids will be opened on the same day (November 28, 2025) at 12:30 PM in the presence of the bidders or their authorized representatives.

   • All bids will be opened simultaneously—both electronically through EPADS and physically at the PAA office.

4. Bid Security:

   • The original bid security instrument (pay order, CDR, or bank draft) in favor of “PAA Development Works Accounting Unit AIIAP” must be submitted with the sealed bid.

   • A scanned copy of the bid security must also be uploaded electronically through EPADS before the closing time.

   • Bids submitted without the original bid security will not be considered.

Important Instructions

• Any fake or dishonored bid security instrument will lead to blacklisting of the bidder and legal action under applicable laws.

• PAA reserves the right to accept or reject any or all bids without assigning any reason. However, valid and sufficient reasons for rejection will be communicated to bidders upon request. The decision of PAA shall be final and binding.

• This tender notice is also published on the official websites of Pakistan Airports Authority and Public Procurement Regulatory Authority (PPRA).
