Bidding Instructions

1. Availability of Documents
   Complete bidding documents containing the scope of work, detailed specifications, terms and conditions, and submission procedures are available to registered contractors through the E-Pak Acquisition and Disposal System (EPADS).

2. Submission of Bids
   Bidders must submit their proposals both:

   • Electronically via the PPRA EPADS portal, and

   • Physically (in sealed envelopes) at the office of the Divisional Engineer (E&M), Pakistan Airports Authority, Room No. 4122, Level 04, Office Block, Allama Iqbal International Airport, Lahore.

   The deadline for submission of bids is November 28, 2025, by 11:00 AM.

3. Opening of Bids
   The bids will be opened on the same day (November 28, 2025) at 11:30 AM in the presence of the bidders or their authorized representatives.
   All bids will be opened simultaneously both through EPADS (online) and physically at the PAA office.

4. Bid Security Requirement

   • The original bid security (in the form of a Pay Order, CDR, or Bank Draft) drawn in favor of “PAA Development Works Accounting Unit AIIAP” must be attached with the sealed bid.

   • A scanned copy of the same must also be uploaded on EPADS before the submission deadline.

   • Bids submitted without the original bid security will not be entertained.

Important Notes

• Any fake or dishonored bid security instrument (Pay Order, CDR, or Bank Draft) discovered at any stage before or after the award of contract will result in blacklisting of the bidder and legal action as per the law.

• PAA reserves the right to accept or reject any or all bids for valid and justifiable reasons. Such reasons will be communicated to the bidders upon request, and the decision of the Authority shall be final and binding.
