E-TENDER NOTICE

(Single Stage – Single Envelope Procedure)

The Public Health Engineering Division, Rawalpindi invites online tenders from registered contractors/firms through the EPADS (PPRA) E-Tendering System for the approved development schemes for the financial year 2025-26, based on the MRS 2nd Bi-Annual 2025 (July–December 2025) rates for District Rawalpindi.

Bidding is open to firms duly registered with the Pakistan Engineering Council (PEC) in the relevant categories and with the Punjab Procurement Regulatory Authority (PPRA) for the year 2025-26, under the following terms and conditions:

Eligibility and Registration

1. Only those contractors/firms holding valid PEC registration with codes CE-09, CE-10, EE-11 (Solar Energy System & General Electrical Works complete in category EE(i)-XVIII) and registered on EPADS/PPRA for the year 2025-26 are eligible to participate.

2. Bidders must be registered on the Punjab PPRA website and can obtain information regarding registration procedures from:

Bid Security and Submission

3. A bid security equal to 5% of the estimated cost must be uploaded on the EPADS portal in the form of a CDR (Call Deposit Receipt) in favor of the Executive Engineer, Public Health Engineering Division, Rawalpindi.

   • The original CDR must be submitted to the Tender Opening Committee by 1:00 PM on the closing date. Failure to do so will result in disqualification.

4. Item-wise rates must be quoted. Incomplete, unfilled, or conditional bids will not be entertained.

5. All applicable PPRA rules and amendments shall strictly apply. Any violation of rules or submission of non-compliant documents will lead to rejection.

General Conditions

6. All contractors/firms must:

   • Be registered with the Punjab Revenue Authority (PRA) with a valid certificate for the current financial year.

   • Be Active Taxpayers (ATL) at the time of bidding.

7. Any contractor/firm submitting fake or forged documents (including CDR/Receipts) will be disqualified, blacklisted, and reported to PPRA and PEC for further action.

8. Bids may be submitted electronically via EPADS up to 1:00 PM on November 27, 2025, and will be opened the same day at 3:30 PM in the office of the Executive Engineer, Public Health Engineering Division, Rawalpindi, in the presence of the Tender Opening Committee and the participating bidders or their representatives.

9. Telephonic, conditional, or incomplete bids and those without bid security will not be accepted.

10. The procuring agency reserves the right to reject all bids under Rule 35 of the PPRA Rules, 2014.

11. Bidders are responsible for payment of all applicable taxes at the time of release of payment, as per Government of Punjab regulations.

12. In case the bid amount is equal to or less than 5% below the DNIT amount, the lowest bidder must provide Quality Assurance Security from a scheduled bank equal to the difference between the approved DNIT amount and the quoted bid, within 15 days of notice issuance, as per Finance Department Notification No. RO(Tech) FD 1-2/2017 dated 16.11.2022.

i. Valid PEC License for the current financial year.
ii. Valid PRA Registration Certificate.
iii. Proof of Active Taxpayer Status (ATL).
