The Office of the Superintendent of Police, Security VIP-II, Karachi Range invites sealed bids from eligible and reputable contractors, firms, and suppliers through the E-Pak Acquisition and Disposal System (EPADS) under the Single Stage – One Envelope Procedure in accordance with SPPRA Rule 46(1) of the Sindh Public Procurement Rules, 2010 (amended to date).

Terms & Conditions

1. Tender Schedule

   • Issuance of Tenders: From the date of publication till 02 December 2025, 12:00 PM

   • Deadline for Bid Submission: 02 December 2025, 1:30 PM

   • Opening of Bids: 02 December 2025, 2:00 PM

     • Bids will be opened through the EPADS system at the Office of SP Security VIP-II, Karachi Range, Hassan Square, near Expo Center, Karachi.

2. Bidding Documents:

   • Available for download through EPADS.

3. Bid Security:

   • Must be 5% of the quoted price, submitted as a Pay Order/Bank Draft/CDR issued by a scheduled bank in Sindh on the company/firm’s account, in favor of SP Security VIP-II, Karachi.

   • Bids without proper bid security will be rejected.

4. Document Submission:

   • A copy set of all documents and a photocopy of the bid security should be submitted to the Office of SP Security VIP-II, Karachi before the deadline.

   • The original pay order or draft must also reach the office before bid closing time.

5. Tender Fee:

   • The tender fee of Rs. 2,000/- (non-refundable) must be submitted in cash before the deadline along with the bid security.

6. Electronic Bids:

   • Only electronic bids will be accepted through EPADS.

   • Interested bidders must register themselves on the EPADS system before submission.

7. Rejection of Bids:

   • The procuring agency reserves the right to reject any or all bids under Rule 25 of SPPRA Rules, 2010 (amended to date).

   • Bids may be rejected if found:

     • Conditional or telegraphic.

     • Without required bid security.

     • Submitted after the deadline.

     • From blacklisted firms.

     • Containing overwriting, manual entries, or alterations.

8. Validity Period:

   • Bids shall remain valid for 90 days from the date of opening.

9. False Information:

   • Submission of fake or forged documents will result in bid rejection and may lead to penalties as per rules.
