E-TENDER NOTICE

The Punjab Buildings Department invites online tenders from eligible engineering firms and contractors for the project listed below, on an item rate basis under the PPRA E-Tendering System, in accordance with the Punjab Procurement Rules (amended up to date).

All interested and qualified firms are encouraged to participate as per the following terms and conditions.

Tender Details

Name of Work:
Correctional Facilities Revamping Program (NRP) – Construction of Administration Block at District Jail, Attock (ADP No. 1977 for the year 2025–26)

• Estimated Cost: Rs. 40.305 Million

• Earnest Money (5%): Rs. 2.016 Million

Instructions and Terms

1. Eligibility:
   Only contractors or firms having valid registration with the Pakistan Engineering Council (PEC) in the relevant specialized codes are eligible to participate.

2. Registration on PPRA Portal:
   Bidders must be registered on the Punjab PPRA E-Procurement website. Detailed information and registration procedures are available on the PPRA portals.

3. Bid Security (CDR):
   Each bidder must upload a scanned copy of the Call Deposit Receipt (CDR) equal to 5% of the estimated cost, issued by a scheduled bank in favor of the Executive Engineer, Buildings Division Attock.

   • The original CDR must be submitted to the Tender Opening Committee 30 minutes before bid opening; otherwise, the bidder will be disqualified.

4. Submission and Opening of Bids:
   After uploading bids online, contractors may attend the office of the Commissioner, Rawalpindi Division, Rawalpindi, on 3rd December 2025 at 1:00 PM, where all bids will be retrieved.

   • The tender opening and announcement of the successful bidder will take place the same day at 1:30 PM in the presence of the Tender Opening Committee.

5. False or Misleading Information:
   Submission of fake documents or false information, including bogus CDRs, will result in disqualification and blacklisting as per PPRA Rules. The case will also be referred to PEC and PPRA for strict legal action.

6. Grievance Redressal:
   A Grievance Redressal Committee (GRC) has been constituted under Government Notification No. SOB-I(C&W)/3-16/2017-18 dated 31.07.2024. The Committee shall address any complaints from bidders related to the procurement process as per PPRA Rules.

7. Rejection of Bids:
   Upon request, the procuring agency may inform any bidder of the reasons for rejection, though it is not obligated to justify those reasons in detail.

8. Performance Guarantee:
   The successful bidder shall furnish a 10% Performance Guarantee of the estimated cost in the form of a CDR or Bank Guarantee within 15 days of award notification.

   • The bidder must upload the guarantee on the PPRA website and submit the original to the Executive Engineer, Buildings Division Attock.

   • Failure to comply will result in cancellation of the tender and forfeiture of earnest money in favor of the Government.

9. Bidding Method:
   As per PPRA Circular No. L&M(PPRA)10-1/2011-008595 dated 11.10.2024, bidders must quote their rates against each item of the DNIT/BOQ and fill all pages of the rate analysis, summary, and sub-summary in their financial bids.

   • Incomplete or blank submissions will be treated as non-responsive and excluded from evaluation.

10. Tender Submission:
    No tender will be accepted without complete documents uploaded through the PPRA E-Tendering system.

11. Reference and Response Time:
    The advertisement is available on the Punjab PPRA website, and the response time will be counted from the date of publication on the PPRA portal.
