1. Background

The Islamic Republic of Pakistan has received financing from the World Bank for Component-II of the Integrated Flood Resilience and Adaptation Project (IFRAP), which focuses on strengthening hydrometeorological and climate services. Part of this financing will be used to procure consulting services for the position of Deputy Project Director (MHSP).

2. Position and Qualifications

Title: Deputy Project Director (MHSP)

Minimum Qualifications:

• Master’s degree (minimum sixteen years of education) or equivalent in Meteorology, Hydro-Meteorology, Geology, Physics, Mathematics, Environmental Sciences, Atmospheric or Earth Sciences, Engineering, Public Administration, Public Policy, Business Management, or any other relevant field from a reputable international or HEC-recognized national institution.

Required Experience:

• At least 15 years of professional experience after completing the required qualification, in a relevant field.

• Minimum 5 years of experience in a senior role, preferably in a comparable project involving large-scale procurement and multi-stakeholder coordination.

• Practical knowledge of:

  • Project management

  • Social safeguards

  • Large-scale financial management

  • Federal government procedures, especially those relating to project management

• Proficiency in computer applications including MS Office and project management software.

3. Submission Requirements

The Project Implementation Unit of the Pakistan Meteorological Department (PIU-PMD) invites interested and eligible individuals to submit their Expressions of Interest (EOI). Candidates must submit:

a. A formal Letter of Expression of Interest, demonstrating relevant skills, experience, and ability to perform the assignment and deliver outputs as outlined in the Terms of Reference.
b. A detailed, signed, and dated Curriculum Vitae, clearly highlighting qualifications, relevant experience, and references for verification.

4. Conflict of Interest

Applicants’ attention is drawn to the World Bank Procurement Regulations (November 2020), specifically Section III, paragraphs 3.14, 3.16, and 3.17, regarding the Bank’s policy on conflict of interest.

5. Selection Method

The consultant will be selected using the Open Competitive Selection of Individual Consultants method as per World Bank Procurement Regulations.

The selected consultant will be hired on a contract basis and will be required to work full-time at the PIU-PMD office located in Saidpur, Islamabad.

6. Terms of Reference (TORs)

The detailed Terms of Reference can be accessed on the relevant portal. For inquiries, applicants may send an email to the provided address between 0900 and 1600 hours, at least three days before the submission deadline.

7. Deadline and Submission Method

EOIs and CVs must be submitted in hard copy (in person or by post) to the address given below no later than 12 December 2025, before 1600 hours Pakistan Standard Time.

If required, interviews or interactions may be conducted virtually or in person. Applicants must ensure all contact details in their EOI and CV are accurate and up to date.
