Invitation for Bids (IFB)

Procurement of Contraceptives (Implants – Double Rod)

The Population Welfare Department, Government of Sindh, invites bids from reputable primary manufacturers or their authorized representatives for the procurement of Implants – Double Rod. The bidding will follow the Single Stage – Two Envelope Procedure through the SPPRA EPADS system.

Submission of Bids

Tender documents may be downloaded from the SPPRA EPADS platform.
Completed bids, along with supporting documents and a copy of the bid security, must be uploaded on the EPADS system and also delivered to the office of the Deputy Director (W&D), Population Welfare Department, Sindh, located at the address above.

Tender fee is PKR 2000/- (non-refundable), payable through a pay order in favor of the Secretary, Population Welfare Department, Sindh.

Last date for submission: 8 December 2025
Opening of bids: 8 December 2025, at the same venue, in the presence of bidders’ representatives who may wish to attend.

Bid Security

Bidders are required to submit 2.5% of the total bid value as Bid Security.
This must be provided through a Pay Order, Bank Draft, Call Deposit, or Bank Guarantee issued by any scheduled bank in Pakistan or an approved foreign bank.
The bid security must accompany the financial bid. Bids without the required bid security will be rejected.

If a bidder wishes to submit an alternative offer, separate tender documents must be purchased and submitted along with a separate bid security.

The department reserves the right to reject any or all bids in accordance with the relevant SPPRA Rules. Upon request, bidders may be informed of the reasons for rejection; however, the department is not obliged to justify these reasons.

Terms & Conditions

a) Offers must be quoted in foreign currency (USD).
b) Quotations must be submitted in sealed covers; unsealed submissions will not be accepted.
c) If the government announces a public holiday on the submission/opening date, the process will take place on the next working day with the same timings and venue.
d) Conditional bids will not be accepted.
e) The quoted rates must remain valid for 120 days from the date of opening, or longer if required under Rule 38 of the SPP Rules 2010 (amended 2019).
h) The department reserves the right to increase or decrease the quantity of the required items based on need, under applicable SPP Rules. The procuring agency may reject any or all bids prior to acceptance, as permitted under the rules.
