NOTICE INVITING TENDERS – OPEN COMPETITIVE BIDDING

The Faisalabad Garment City Company (FGCC), operating under the Ministry of Commerce, Government of Pakistan, invites reputable private sector parties to participate in an open competitive bidding process for a long-term development and operations project.

Project Overview

FGCC aims to engage a private partner to design, build, finance, operate, maintain, and ultimately transfer several FGCC properties located within Value Addition City, Faisalabad. The project will run for 25 years, including 2 years for construction and 23 years for operations and maintenance. Full project details are available in the Request for Proposals (RFP).

Project Scope

The selected bidder will be responsible for developing and managing purpose-built, fully equipped facilities intended for garment manufacturers, particularly those producing value-added export garments.

Eligibility Requirements

Bidders must meet the basic eligibility criteria outlined in the RFP and provide all supporting documents as required.

Bidding Process

The procurement will follow the Open Competitive Bidding method using the Single Stage – Two Envelope procedure under the Public Procurement Rules, 2004.

Bidders must submit:

• Technical Proposal (original scanned copy via EPADS, plus one hard copy and one soft copy)

• Financial Proposal (original scanned copy via EPADS, plus one hard copy and one soft copy)

• All required supporting documents as specified in the RFP

Please note that bids not submitted through EPADS will not be accepted.

Bid Security

A Bid Security of PKR 50,000,000 (Fifty Million Rupees) must be included with the Technical Proposal in a separate sealed envelope. This can be submitted as a pay order, deposit at call, or an unconditional and irrevocable bank guarantee in the format provided in the RFP.

Proposals must be prepared strictly according to the standard formats included in the RFP. Non-compliant submissions may be rejected.
