PUNJAB HIGHWAY DEPARTMENT

TENDER NOTICE

The Punjab Highway Department invites tenders for the scheme listed below from qualified engineering firms and contractors through the PPRA E-Tendering System. Interested firms/contractors may participate under the following terms and conditions:

Terms & Conditions

1. Eligibility:
   Only contractors or firms registered with the Pakistan Engineering Council (PEC) in the relevant category and codes are eligible to participate.

2. PPRA E-Tendering Registration:
   Participating firms/contractors must be registered on the Punjab PPRA E-Procurement System. All details and procedures for registration are available on the PPRA platform.

3. Earnest Money Requirement:
   Firms must upload earnest money in the form of a CDR equivalent to 2% of the estimated cost, payable to the Executive Engineer, Highway Division, Kasur.

   • Bids must be submitted online up to 30 minutes before the tender opening time.

   • The original CDR must be submitted to the Tender Opening Committee 30 minutes before the opening of bids. Failure to do so will result in immediate disqualification.

4. Tender Opening Process:
   After submitting bids online, contractors may attend the office of the Commissioner on 20.12.2025 at 12:30 PM, where all digital bids will be retrieved and the successful bidder will be announced in the presence of the Tender Opening Committee.

5. Submission of Fake Documents:
   Any contractor found submitting fake or misleading documents (including CDRs or receipts) will be disqualified from the current tender process and blacklisted from future tenders of the Communications & Works Department.
   Additionally, recommendations for further action will be forwarded to PPRA and PEC.

6. Right to Reject Bids:
   The procuring agency reserves the right to reject any or all bids before acceptance, as per PPRA Rule 35.

7. Adjustment of Old Material:
   Any recoveries relating to credit of old material will be handled manually, and bid evaluation will be adjusted accordingly.

8. Response Time:
   The official PPRA website hosts the tender advertisement, and response time will be calculated from the date of its publication.

Note: Price variation will not be allowed.
