Invitation for Bids (IFB)

House Building Finance Company Limited (HBFC) invites sealed bids from eligible consultants and firms for the Independent Review, Enhancement, and Alignment of its Enterprise Technology Governance and Risk Management Framework (ETGRMF).

The scope of this engagement includes:

• Conducting a gap analysis of the existing framework.

• Proposing improvements and enhancements to the ETGRMF.

• Revising related policies and procedures.

• Conducting knowledge transfer, training, and awareness sessions to HBFC staff.

The framework must ensure compliance with State Bank of Pakistan regulations, align with HBFC’s governance model, and follow international best practices.

Bidding Process:

• Bids will be evaluated under Rule 36(b) of Public Procurement Rules 2004, using the Single Stage – Two Envelope Procedure.

• Detailed bidding documents, including Scope of Work, BOQ, and Eligibility Criteria, can be downloaded free of cost from:

Submission Details:

• Deadline for submission: 29 December 2025 at 11:00 AM

• Bids must include Technical and Financial Proposals as per the instructions in the bidding documents.

• Bids must be submitted electronically through the EPADS portal.

• Each bid must include a Fixed Bid Security of PKR 200,000 (Rupees Two Hundred Thousand Only) in the form of Pay Order / Bank Draft in favor of HBFC (NTN #3098611-7).

  • A scanned copy of the bid security must be uploaded with the bid.

  • The original bid security must also be submitted in hard form, sealed envelope, on or before the submission deadline.

Opening of Bids:

• All bids will be opened through EPADS in the presence of the HBFC Procurement Committee and representatives of the bidders who wish to attend.

Note: HBFC reserves the right to accept or reject any or all bids in accordance with the relevant clauses of the Public Procurement Rules (PPR-2004).
