Tender Notice – E-Tendering

The Communication & Works Department, Buildings Division Sheikhupura, invites bids for the following construction and renovation projects through E-Tendering (Notification No. SOH-I(C&W)1-49/2023/3652 dated 26-05-2023).

These tenders are item-rate based on the approved DNIT and are open to contractors/firms enlisted with the Pakistan Engineering Council (PEC) for the current financial year in the relevant category and specialized codes. Contractors must provide the original PEC License Category C5 or above depending on the DNIT cost, with specialized codes CE09, CE10 & EE04. Contractors without the required specialized code will not be considered.

How to Participate:
Procurement will be conducted through EPADS (E-Pak Acquisition and Disposal System). Interested contractors must register on EPADS to participate. Tender documents, including detailed requirements, terms, and conditions, are available to registered bidders on EPADS and the Punjab Procurement Regulatory Authority (PPRA) website. Manual submissions will not be accepted.

Earnest Money:
Bidders must submit earnest money equal to 5% of the estimated DNIT cost in the form of a CDR, Bank Draft, or Cashier’s Cheque from any scheduled bank. Original earnest money must be presented to the Executive Engineer, Building Division Sheikhupura or the Tender Opening Committee along with the company letterhead before the closing time of the bid. Bids without earnest money or conditional bids will be rejected.

Bid Submission and Opening:

• Submission Deadline: 24-12-2025, 01:00 PM

• Opening Time: 24-12-2025, 01:30 PM
  Bids will be opened online in the office of the Commissioner Lahore Division in the presence of contractors or authorized representatives with attested Power of Attorney. If the deadline falls on a government holiday, the next working day will be considered.

The procuring agency reserves the right to reject any or all bids at any stage before acceptance in accordance with PPRA rules. Reasons for rejection will be communicated upon request.
